Agreement of April 1, 2026 of the Plenary Session of the Excma. Provincial Council of Alicante by which subsidies are called in 2026 for the construction of hydraulic infrastructures to be executed by the Provincial Council

Official description of the call

First. Beneficiaries: Municipalities, associations of municipalities (article 3.1, section a) and 3.2, section c) of Law 7/1985, of April 2) and entities with a territorial scope lower than the municipal level of the province of Alicante; with deference to those entities that had not been beneficiaries in the previous call. Second. Purpose: The purpose of the call is to grant, during the year 2026, non-monetary subsidies consisting of contracting and execution by the Water Cycle Area of ​​the Excma. Alicante Provincial Council, in the exercise of the powers conferred on it by articles 31 and 36 in relation to articles 25 and 26, all of them of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, local public works of first establishment, reform or major repair of hydraulic infrastructures and supply, sanitation and stormwater facilities under municipal jurisdiction, as well as purification and reuse of water, as long as the WWTP is municipally owned. In addition, they include: - actions that contemplate water storage and distribution systems for unrestricted urban uses, which entail savings in drinking water. - operations aimed at improving the performance and evaluation of groundwater collections intended for urban supply, such as development with acid and gauging, and disinfection operations thereof. - actions to optimize the management and control of the water service. - actions to reduce water losses to improve performance in distribution networks. Apart from the costs of carrying out works and installing infrastructure, the following are the subject of this call: a) In the event that the drafting of the work project is carried out by this Provincial Council, it will fully subsidize the fees for drafting the project, the Health and Safety Study, the cost of prior technical assistance necessary for drafting, such as environmental impact studies, topography and geotechnics, delineation, structural calculations, infrastructure prospecting, inspection and cleaning of collectors, archaeological monitoring, etc., as well as the fees for drafting water concession projects for supply. b) This Provincial Council will subsidize 100 percent of the technical assistance expenses inherent to the execution of hydraulic infrastructures, such as health and safety coordination fees, the cost of construction control tests that should not be assumed by the contractor (that is, those that exceed 1 percent of the PEM) and those of inspection, surveillance, measurement, technical advice and control. The work management will in all cases correspond to the technicians of the Water Cycle Area. Third. Regulatory bases: General Subsidies Ordinance approved by the Plenary of the Excma. Provincial Council of Alicante, in an extraordinary session on December 19, 2025, published on its Electronic Headquarters, at the following address, and Specific Rules included in the call. https://sede.diputacionalicante.es/otros/normativa-diputacion-alicante-y-grupo-local/ Fourth. Amount: The maximum total amount allocated to the financing of this call is established at 1,000,000.00 euros. An increase is planned for the amount of 500,000.00 euros, the incorporation of which will not require a new call, the effectiveness of this additional amount being conditional on the prior approval of the appropriate budget modification. The initial budget for each of the actions for which the subsidy is requested may not be less than 60,000.00 euros, VAT excluded. However, this limit will not apply to actions related to works and installations for collecting groundwater, drinking water regulation tanks, water treatment, automation and control of supplies. The percentage of the subsidy with respect to the total cost of the activity will be adjusted to the following scale, considering the number of inhabitants of the applicant local entity according to the latest registry published by the INE prior to the date of submission of the application: -Up to 2,000 inhabitants: 100 per 100. -Between 2,001 and 10,000 inhabitants: 80 per 100. -Between 10,001 and 50,000 inhabitants: 65 per 100. -More than 50,000 inhabitants: 50 per 100.
