Official description of the call
Article 1. Regulatory Bases The general regulatory bases of the call for subsidies and awards of the Molina de Segura City Council for the year 2026, as well as the Strategic Subsidies Plan 2026, were approved by the Plenary Session of the City Council in an extraordinary session, held on December 22, 2025. The subsidy by which this call is regulated is included in the Strategic Subsidies Plan of 2026, within the line of the Promotion of Associationism subsidy, which aims to increase the number of existing associations in the Municipality for social, educational, etc. purposes... This subsidy contributes to the creation and consolidation of associations aimed at citizen participation, as well as the promotion of already existing associations, so that they can continue with the activity they have been developing and implement new activities, with the aim of promoting citizen participation and the involvement of residents in municipal decision-making. Article 2. Budget credit Subsidies will be granted from budget item 11 9240 483 0301 “Citizen Participation Transfers: AA.VV.”, provided for in the municipal expenditure budget for the year 2026, for an amount of €100,000.00. Article 3. PurposeThe purpose of this call is to allocate subsidies to promote the initiative of Neighborhood Associations in neighborhoods, districts and urbanizations, in carrying out the activities listed below and facilitating their operation: a) Activities intended for neighbors whose purpose is to promote citizen participation, associations and volunteering. b) Activities of a training, cultural and social nature. c) Activities that encourage the participation of neighbors. d) Activities that promote coexistence and social cohesion of neighbors. e) Activities that strengthen Neighborhood Associations and the realization of their goals and objectives. f) Activities that promote volunteerism and social values. g) Inter-association actions in zone meetings. h) Activities that complement the actions of the Department delegated in Citizen Participation. i) Basic operating and maintenance expenses of the Neighborhood Association. Including expenses for the purchase of equipment and inventory materials, which are necessary for the operation of the Neighborhood Associations and the implementation of their activity plan, up to a maximum of 40% of the subsidy received. The following are not subject to subsidy: a) Activities for profit. b) Those activities that receive financing from other municipal departments. c) Expenses related to food (agapes, celebrations, catering, meals, drinks, etc.) or household items in general (plates, glasses, napkins, etc.). activities.f) The expenses of maintenance, construction, rehabilitation and improvement of premises of any type.g) What does not correspond to the purpose of this call.h) Donations, gifts or presents to third parties will not be accepted.i) In general actions and activities that are the responsibility of other municipal areas and in general, those activities that are not in the scope of action of the Department of Citizen Participation.J) And those expenses specified in article 12 of these bases. Article 4. Competitive competition regime The granting of the subsidy is carried out under a competitive competition regime, a procedure through which the granting of subsidies will be carried out by comparing the applications presented, in order to establish a priority between them, in accordance with the evaluation criteria and the available credit established in these specific bases. Article 5. Compatibility of subsidies The amount of the subsidy, in no case may it be of such an amount that, alone or in conjunction with other aid from other Administrations or Public or Private Entities, national or international, exceeds the cost of the activity to be carried out by the beneficiary.
