Official description of the call

First.—Beneficiaries. Both natural persons and groups of natural persons without legal personality, who are in a special situation of economic difficulty that prevents them from meeting their needs and who meet the requirements established in this call, for each modality. Second.—Object of the subsidy. Granting of subsidies from the Castrillón City Council, on a non-competitive basis, aimed at social emergency aid for housing, meeting basic needs for energy sufficiency and support for families with dependent minors. Third.—Regulatory bases. The subsidies object of this call will be governed, in addition to what is provided therein, by Law 38/2003, of November 17, General of Subsidies; by the Regulation that develops said Subsidies Law, approved by Royal Decree 887/2006, of July 21; by the Law of the Principality of Asturias 3/2021, of June 30, on the Guarantee of Rights and Vital Benefits and by the General Ordinance of Subsidies of the Castrillón City Council (BOPA 20-II-2006), as well as by the Execution Bases of the Municipal Budget of the Castrillón City Council. Fourth.—Amount. The global amount of the call, by program, amounts to: “Housing Program”: twenty-five thousand euros (€25,000.00) “Energy sufficiency economic support program”: forty thousand euros (€40,000.00) “Support Program for Families with dependent minors”: thirty-seven thousand six hundred six euros and ninety-four cents (€37,606.94) Fifth.—Types aid 1.- Social emergency aid for housing. Aid intended for those people whose resources are insufficient to meet specific expenses necessary for the enjoyment and maintenance of their home or habitual accommodation, including: a) Rental expenses. b) Board expenses, emergency accommodation or room rental. c) Expenses derived from interest and amortization of credits contracted prior to the social emergency situation as a consequence of the acquisition of a home or accommodation. d) Expenses of the community of neighbors, ordinary or extraordinary, or derived from the real estate tax. 2.- Social emergency aid for energy guarantee. Aid intended for those people whose resources are insufficient to meet specific expenses related to the following basic supplies or essential technical installations of their habitual residence: a. Electricity, gas and other energies. b. Coal, firewood, diesel, among others. c. Discharge of energy supplies after power outage. 3. Social emergency aid for families with minors. Aid intended for those economic units of independent coexistence that have minors in their care, whose resources are insufficient to meet specific expenses directly related to their food, health, education and leisure, the purpose being to ensure the full enjoyment of their rights. Sixth.—Economic scale. For all types of aid in this call, recipients may be those families whose total quarterly liquid income, taking the group of people registered in the home, does not exceed the AROPE indicator ("At Risk of Poverty or Exclusion"), an indicator of the National Institute of Statistics, which is the risk of poverty or social exclusion, of families whose income per consumption unit is less than 60% of the equivalent median disposable income. Seventh.—Deadline for submission of applications. The deadline for submitting applications will be from the day following the publication of the announcement in the BOPA and will end on November 30, 2026.
