GRANTING GRANTS UNDER A NON-COMPETITIVE CONCURRENCY REGIME FOR REHABILITATION OF FACADES, THE DISMANTLING OF FIXED ELEMENTS OF STRUCTURES LOCATED ON PUBLIC ROADS, AND THE IMPROVEMENT OF ACCESSIBILITY AND REMOVAL OF BARRIERS

Official description of the call

OBJECT AND PURPOSE: The purpose of the call is to regulate the granting of subsidies granted by the City Council aimed at promoting the improvement of the image of the town, granting subsidies to rehabilitate the facades and eliminate the fixed elements of structures that occupy public roads, while encouraging the improvement of the accessibility of those premises open to the public that do not comply with current regulations. The call is divided into three lines of action: 1- Rehabilitation of facades2- Dismantling of fixed elements of structures located on public roads.3- Improvement of accessibility and removal of barriers to activities open to the public REGULATORY BASES: Approved by the Plenary Session of the Palamós City Council in an extraordinary session on August 19, 2022. Exposed to public information 20 business days from the day following its publication in the DOGC No. 8743, dated September 1, 2022. GRANT PROCEDURE: Non-competitive competition. ADVERTISING OF THE CALL: National Subsidies Database, BOP Girona, as well as its electronic headquarters (https://palamos.eadministracio.cat/). Successive notifications and publications will be made at the electronic headquarters and on the electronic bulletin board of the corporation. RECIPIENTS: Natural or legal persons, with or without legal personality (including communities of owners and communities of property), may be beneficiaries of these subsidies, as long as they are not affected by any of the prohibitions contained on art. 13 of Law 38/2003, of November 17, General Subsidies (hereinafter LGS), and that meet the requirements specified in point 5 of the specific regulatory bases for each of the lines of action. SUBSIDY AMOUNT AND ELIGIBLE EXPENSES: The maximum total amount allocated to this call for 2026 is €30,000.00, charged to budget item 05.15220.78002 “Building rehabilitation subsidy”, distributed in three lines: 1- Rehabilitation of facades, €20,0002- Dismantling of fixed elements of structures located on public roads, €5,0003- Improvement of accessibility and removal of barriers to activities open to the public, €5,000. The subsidy amounts for each beneficiary of each line will be calculated based on what is specified in point 5 of the Regulatory Bases. FORM OF SUBMISSION OF APPLICATIONS AND DOCUMENTATION: Applications must be formalized using the standardized model available on the electronic headquarters of the Palamós City Council (https://palamos.eadministracio.cat/) If the application or the accompanying documentation does not include the identification data and/or any of those provided for in art. 66 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, the interested party will be required, in accordance with the provisions of art. 68 of the aforementioned Law, so that within ten business days it can amend the deficiencies or accompany the mandatory documents. If you do not do so, your request will be considered withdrawn, after notification of the resolution that will have to be issued in the terms provided for in art. 21 of the same Law 39/2015. OBLIGATIONS OF THE BENEFICIARY: in addition to those specified in article 14 of Law 38/2003, of November 17, general on subsidies, you must be up to date with your tax and Social Security obligations; attend to the verification actions carried out by the City Council and provide the information that is required in the exercise of the previous actions and in relation to the subsidy granted. DEADLINE, PLACE AND METHOD OF SUBMISSION OF APPLICATIONS: Applications must be submitted to the General Registry of the Palamós City Council or through the electronic headquarters, without prejudice to what is established in article 16 of Law 39/2015, of October 1, on the common administrative procedure of public administrations, within the period counted from the day following the publication of the extract of the call to the Official Gazette of the Province of Girona until the September 30, 2026.
