Official description of the call
Article 1.- Object. The purpose of these regulations is to regulate the call for 2026, for the direct granting of non-refundable aid to subsidize companies that, in the period between December 1, 2025 and November 30, 2026, locate the company or an establishment thereof, at street level, in the Historic Center of Portugalete (streets: Coscojales, Atarazanas, Manuel Calvo, Santa Clara Crossing, Salcedo, Plaza de la Ranchería, Plaza del Solar, Torre Salazar, Santa María, Víctor Chávarri, Casilda Iturrizar and Mª Díaz de Haro). With the granting of this aid, the Portugalete City Council intends to encourage the new opening of commercial, service and hospitality establishments at street level, encourage the occupation of empty premises by new business initiatives, especially entrepreneurship, thus improving unemployment in the municipality, all in the search for actions that produce the desired effect of reactivation of the Historic Center, reasons considered to be of social and economic public interest. Article 2.- Regulatory bases. The regulatory bases for the granting of this aid were approved by the Plenary Session of the Portugalete City Council, in an extraordinary session held on June 9, 2020, and published in the Official Gazette of Bizkaia No. 119, of June 24, 2020. Article 3.- Beneficiaries, Requirements and physical location of the business. Those companies, both newly created and already established, with location and/or opening of establishment in the Historic Center of Portugalete and/or in the streets established in the previous section, will be able to access the aid of this call, regardless of the legal form adopted by its constitution, (based on art. 11.3 Subsidies Law); as long as the requirements established in article 13 of the General Subsidies Law, in the bases of this call and in the municipal regulations for opening establishments are met. Article 4.- Place and deadline for submitting applications. The applications, together with the required documentation, must be addressed to the Portugalete City Council, Department of Economic Promotion and Employment, and may be submitted to the General Registry of the City Council; at the Citizen Information Office, located in Plaza San Roque s/n; through the Electronic Headquarters of the Portugalete City Council www.portugalete.org or by any of the means established in the current legislation on Common Administrative Procedure of Public Administrations. The submission of the application will imply acceptance of the content of these bases. The deadline for submitting applications will begin on the day following the publication of this call in the Official Gazette of Bizkaia and will end on December 9, 2026. The Department of Economic Promotion and Employment of the Portugalete City Council, as the instructing body, will be responsible for the analysis and evaluation of the applications submitted, which may require whatever documentation and/or complementary information it deems necessary for its proper understanding and evaluation. Once each application has been analyzed and evaluated in order to verify compliance with the established requirements, the investigating body will submit a proposed resolution with an express ruling on the granting or denial of the requested subsidy and indicating its amount, to the granting body. Article 6.- Resolution granting aid. In view of the proposal mentioned in the previous section, the granting body, which will be the Mayor's Office of the Portugalete City Council, will proceed to resolve before December 30, 2026.
