ANDOAIN CITY COUNCIL Regulatory bases of the 38th edition of the Rikardo Arregi Journalism Award for the year 2026. The normalization of Basque necessarily requires effective and modern journalism and communication in Basque, of quality and adapted to the needs of current times. The Plenary Session of the Andoain City Council, in its session on June 25, 2020, unanimously approved the Basque Use Plan for the period 2020-2025, a plan that is still in force. This plan includes several actions to promote and publicize creation in Basque at different levels and, among these actions, one refers to the promotion of journalism in Basque: 8.3.1. Continue organizing the Rikardo Arregi Journalism Award In pursuit of this objective, and after 37 editions, the Andoain City Council convenes the 38th edition of the Rikardo Arregi Journalism Award, with the collaboration of the Department of Culture and Linguistic Policy of the Basque Government, this call being governed by the following bases. I. GENERAL PROVISIONS Article 1. Purpose The objective of the Rikardo Arregi Journalism Award is to promote the quality, excellence and renewal of journalism and communication in Basque. Thus, the purpose of this edition is to recognize and reward the quality and excellence of the journalistic and communication works carried out between September 16, 2025 and September 15, 2026, awarding the works that the court judges to be of greatest excellence based on the characteristics mentioned below. Article 2. Competent body The call will be approved through a resolution of the Mayor's Office, and its dissemination and publicity must be guaranteed. Article 3. Applicable regulations This call is in accordance with the Strategic Subsidy Plan of the Andoain City Council that is in force, and which was approved by Mayor's Decree 1500/2026 of May 27, 2026. Likewise, this call follows the Ordinance regulating the granting of subsidies that was approved by the City Council in plenary session on 03/27/2014 and published in the BOG dated 05/27/2014. In everything not provided for in this call, General Law 38/2003 on Subsidies and its implementing regulations approved by Royal Decree 887/2006 will apply. Article 4. Sections of the award The award is divided into two sections: Journalism Award Communication Award The court will have the power to award an Honorable Mention to those institutions, initiatives and people who have been an essential reference in the history of journalism in Basque. Therefore, this mention is fully linked to the events and personal trajectories that have had a decisive impact on the future of journalism in Basque. Article 5. Characteristics of the prize sections 5.1. Journalism Section Works published in Basque between September 16, 2025 and September 15, 2026 in newspapers and magazines, digital publications or on radio and television are eligible. The Journalism Award is an award directly linked to news production. Journalistic works of any type and genre may be eligible for this award and, therefore, the court will resolve the same without any limitation regarding the journalistic genre. Precisely, this award aims to encourage the quality of content in the genres of dissemination of information and opinion or interpretation, whatever its creative form, the type of narration or the dissemination model used. The main criteria for the award resolution will be the following: quality, renewal and exemplarity; exemplary both in terms of journalism in Basque itself and in terms of journalism produced in the environment. When applying these criteria, the collection of data and its processing, the level of information sources, accuracy, diversity of perspectives, language, journalistic value of the content, depth or journalistic opinion/assessment piece will be taken into consideration, among others. Likewise, the public interest of the story prepared will be taken into account, which must, in any case, be of social interest and of interest to the citizens. For all this, in accordance with these criteria, unique articles and reports or series that exist may be awarded.
