SUBSIDY TO LOCAL ENTITIES FOR THE EQUIPMENT AND EQUIPMENT OF BUILDINGS INTENDED FOR LIBRARY AND ARCHIVAL USES

Official description of the call

First. Beneficiaries: Local Entities of Cantabria that comply with the provisions of article 1.1 of Order UIC/18/2021, of April 16 (Official Gazette of Cantabria no. 79, of April 27) may be beneficiaries of these subsidies. In no case may those who find themselves in any of the circumstances provided for in article 12 of the Cantabria Law 10/2006 of July 17 acquire the status of beneficiaries. Second. Object and purpose: Approve the call for subsidies during the year 2026 to the Local Entities of Cantabria that have a library of their ownership that provides the minimum library services of article 18.2 of the Law of Cantabria 3/2001, of September 25, of Libraries of Cantabria or an archive of their ownership, that complies with the functions of the Archive Centers, of the article 11.2 of the Law of Cantabria 3/2002, of June 28, on the Archives of Cantabria and, specifically, for the archives of the local administration, in article 16.1 of the Law of Cantabria 3/2002, of June 28, on the Archives of Cantabria, for the provision and equipment of buildings intended for library and archival uses. Third. Regulatory bases: Order UIC/18/2021, of April 16, establishes the regulatory bases for the granting of public subsidies, on a competitive basis, for the provision and equipment of buildings intended for library and archival uses by the Local Entities of Cantabria (Official Gazette of Cantabria no. 79, of April 27). Room. Punctuation. 1) ARCHIVES (Total: 40 points) Adaptation of the facilities to the functions of these archive centers. Up to 15 points. In this section, the documentation provided will be classified for evaluation into four categories: warehouses, work areas, user areas and equipment. The documentation to be presented is the following: Annex II. Documentation accrediting installations and operation, duly completed. Photographs of the facilities (premises) and existing equipment. Having collaborated with the Government of Cantabria in the preparation of the Census of Archive Centers: 10 points. Have personnel in charge of the file: up to 5 points. Belong to a specialized body 2.5 points Have taken specific archival courses in the five years prior to the call. Up to a maximum of 2.5 points, valued as follows: Each course from 10 to 20 hours: 0.50 points Each course from 21 to 50 hours: 1 point Each course of more than 51 hours: 1.50 points To this end, the requesting Local Entity must present the following documentation: Certificate from the City Council secretary stating that between January 1 and December 31, 2025 it has counted with personnel specifically in charge of the archive, their administrative qualification (whether they are a technician specialized in the subject or not and the administrative name of the position) and the courses on archives and documentary heritage carried out by the personnel in charge of the archive, with indication of: Title of the course and organizing institution, dates of completion and number of hours. d) Population of the municipality. Up to 10 points. 1st. Municipalities up to 5,000 inhabitants: 10 points. 2nd. Municipalities between 5,001 and 10,000 inhabitants: 8 points. 3rd. Municipalities between 10,001 and 20,000 inhabitants: 5 points. 4th. Municipalities with more than 20,000 inhabitants: 2 points. 2) LIBRARIES (40 points) Completion of the annual statistics in the format approved by the Ministry of Culture: 10 points. Library belonging to the Collective Catalog of the Cantabria Public Library Network, making effective use of the Network's automated management program: 10 points. Per capita investment expenditures allocated to the public library of each applicant, valued proportionally based on the average per capita expenditure in the region: Up to 10 points. To do this, the following documentation must be presented: Certificate from the Secretary of the City Council that certifies the expense allocated to library services from January 1 to December 31, 2025, with identification of the concepts corresponding to investment expenses. Municipality population. Up to 10 points. 1st. Municipalities up to 5,000 inhabitants: 10 points. 2nd. Municipalities between 5,001 and 10,000 inhabitants: 8 points. 3rd. Municipalities between 10,001 and 20,000 inhabitants: 5 points. 4th. Upper municipalities
