SPECIFIC BASES BY WHICH THE CALL FOR SUBSIDIES TO ENTITIES FOR THE PROMOTION OF PARISH CELEBRATIONS IN THE CITY COUNCIL OF LOUSAME SHOULD BE GOVERNED, UNDER A REGIME OF COMPETITIVE COMPETITION FOR THE FINANCIAL YEAR 2026. 1.- OBJECT The Ordinance regulating the granting of subsidies by the City Council of Lousame (BOP No. 223, of 07/27/2021) establishes, among other aspects, the procedures for granting and paying subsidies by this Local Entity. The purpose of this call is to establish the procedure and criteria for the granting of subsidies in the area of ​​the municipality of Lousame for the "Organization of parish or neighborhood festivals", on a competitive basis and in accordance with the principles of objectivity, equal participation and publicity. The call is aimed at promoting the work of cultural and neighborhood entities in order to help them achieve their own objectives, in relation to promoting the active participation of citizens to celebrate and preserve the parish and neighborhood festivals with the greatest tradition and roots, arising from popular initiative and which are part of our collective identity and memory. The City Council will subsidize the projects presented by the entities and organizations of the municipal cultural sector to organize the festivals of each parish or place, aimed at achieving the following specific objectives: Organize the celebrations of the patron saint's day of each parish or the neighborhood festival. Encourage citizen collaboration to organize projects of interest to the parish. Preserve cultural traditions through popular celebrations and demonstrations related to collective memory. Create events and spaces for recreational and cultural coexistence. Collaborate between administrations and entities that share objectives of general interest. These objectives correspond to those established in LS 4.2 "Subsidies directed to the entities of the Lousame City Council that organize parish patron saint festivals" of the current Strategic Subsidies Plan of the Lousame City Council. 2.- FINANCING, AMOUNTS AND LIMITS The credit to finance the aid regulated in these bases is fully financed by the Lousame City Council from budget item 338.48000. 3.- RECIPIENTS The recipients of this aid are the commissions and associations organizing patron saint and popular festivals of the Lousame City Council that meet the following requirements: a) Have legal personality and capacity to act accredited through the assignment by the State Tax Administration Agency of the corresponding tax identification number (CIF/NIF). b) Lack of profit motive. c) Develop your activities in the Lousame City Council. d) Not having to justify any subsidy or aid to the City Council where they carry out their activity for the same purpose for which they request the aid. e) Be up to date with your state, regional and local tax obligations, as well as with Social Security. f) Not be involved in any of the cases of inability or incompatibility to receive public aid or subsidies. 4.- ELIGIBLE ACTIONS The costs derived from the organization of activities aimed at the population on the occasion of the festivities (both cultural and recreational) will be eligible for subsidies, as well as the costs of musical performances that are contracted to entertain the festivities. These costs must be accredited by providing an invoice and proof of payment thereof. 5.- SPECIFIC CONDITIONS The amount of the set of aid or subsidies granted by the different public administrations may not be higher than the budget presented by the association. The amount of VAT will not be considered an eligible expense when it is susceptible to recovery or compensation by the entity. There will be an obligation to reimburse, in whole or in part, the subsidy received in the event of non-compliance with the conditions established for its granting.
