Official description of the call
In accordance with the provisions of articles 17.3.b. and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (http://www.pap.minhap.gob.es/bdnstrans), on the website of the Provincial Council of Huesca (https://www.dphuesca.es/subvenciones-cultura) and in the bulletin board of the DPH electronic headquarters (https://dphuesca.sedipualba.es/tablondeanuncios/). First. Beneficiaries: The City Councils of the province of Huesca that are owners of a municipal public library included in the provincial network of municipal libraries of the province of Huesca and that meet the requirements demanded in this call. Second. Purpose and eligible expenses The purpose of this subsidy for the promotion and consolidation of municipal libraries in the province of Huesca is related to the hiring of library personnel and/or actions to improve the functioning of municipal libraries. The specific objective of this call is the maintenance and improvement of existing librarian contracts. To this end, 3 types of mutually exclusive aid are established: A) Consolidation or maintenance for internal functioning and library management B) Improvement of a worker's working conditions. C) Incentives for the improvement of library management The eligible activity is the financing of current expenditure, expenses of own staff: salaries and wages and social security, from November 1, 2025 to October 31, 2026, derived from the staff that is part of the stable structure of the local entity dedicated to the municipal library or libraries. Third. Regulatory bases: General Ordinance approving the regulatory bases for the granting of subsidies by the Provincial Council of Huesca, in its latest modification published in BOP No. 26, dated February 10, 2026; or its text in force at the time of granting, and published on the Transparency Portal of the Provincial Council of Huesca. Amount of subsidies The maximum total amount allocated to the financing of this call is established at €75,000, recorded in the 2025 budget application 42 3321 462000 (Current library expenditure. Subv. Currents to City Councils) of the General Budgets of the Corporation for the year 2026 with credit retention document (R.C) 5098/2026. The amount of the subsidy will be €3,000 per municipality and will be used to maintain and improve existing librarian contracts. In the event that there are more than 25 applications, the entities that obtain the highest score according to the evaluation criteria will be subsidized. In the event that the number of beneficiaries is less than 25, the credit of the call will be distributed in equal parts. The competent body will proceed to prorate, among the beneficiaries of the subsidy, the maximum overall amount allocated to the subsidies. The subsidy is set as a certain amount. Fifth. Deadline for submitting applications: The deadline for submitting applications will be 20 business days from the day following the publication of the extract of this call in the Official Gazette of the Province of Huesca. Sixth. Other information: The execution period of the eligible activities will be from November 1, 2025 to October 31, 2026. The subsidy will be compatible with others without the sum of all public aid exceeding 80% of the cost of the activity.
