The Presidency of the Higher Sports Council, by which aid is called for in 2026 to promote associations in football

Official description of the call

First: Beneficiaries The associations or unions of footballers, referees, coaches and physical trainers who meet the requirements set out in section Four of the resolution will be the beneficiaries of this aid. Second: Purpose of the call. The purpose of this call is to grant aid contemplated in article 6.1.e) of RD-L 5/2015, of April 30, on urgent measures in relation to the commercialization of the exploitation rights of audiovisual content of professional football competitions, and developed by the fourth section of chapter II of Royal Decree 2/2018, of January 12, which dictates certain rules for the development of the aforementioned RD-L 5/2015, of April 30. Specifically, the promotion of associations in football will be subject to subsidy in the terms established in the aforementioned regulations and in this call. The purpose of this aid will be to finance programs that facilitate the insertion into the labor market of those associated with the entities provided for in article 6.1.e) 3 of RD-L 5/2015 when their dedication to football ends. To this end, aid will be granted to associations or unions of football players, referees, coaches and physical trainers that contribute to financing these programs, as well as the operating expenses of these entities during the period from August 1, 2025 to July 31, 2026. Third: Regulatory Bases. The granting of aid in this Call will be governed by this Resolution and by the General Law of Subsidies and its Regulations. The regulatory bases for this call are found in Order ECD/2681/2012, of December 12, which approves the regulatory bases for the granting of subsidies and aid by the Higher Sports Council, available at: https://www.boe.es/boe/dias/2012/12/15/pdfs/BOE-A-2012-15180.pdf. Fourth: Amount. The CSD will allocate a maximum amount of €450,000 (four hundred and fifty thousand euros) to finance the requested aid from the budget application 18.106.336A.481.05 “To associations or unions of football players, referees, coaches and physical trainers, for the promotion of job placement projects and for structural expenses.” A maximum of 25% of the total amount stated in the previous paragraph and third section of the Resolution will be allocated for operating expenses. Fifth. Deadline and application procedure. Applications must be submitted within 20 business days from the day following the publication in the Official State Gazette of the extract of this Resolution. The applications (Model 0.5% -2_1 SOL) will be presented directly to the CSD by the legal representatives through their electronic certificate and according to the model that appears in the electronic headquarters of the Higher Sports Council (https://sede.csd.gob.es) in the Catalog of procedures, “715999_2026 Aid for the promotion of the associative movement”. In accordance with the provisions of section eight of the Resolution. Sixth. Other administrative data and justification. The instructing body of the procedure is the General Directorate of Sports, in accordance with the provisions of article 8.4b) of Royal Decree 460/2015, of June 5, which approves the Statute of the Higher Sports Council. The payment of the subsidies granted under the Resolution will be of an advance payment nature without the need for the beneficiaries to provide guarantees as they are non-profit entities declared of public utility. The payment of the subsidy cannot be made until the beneficiary proves that he is up to date with his tax and Social Security obligations, or in the event that he is indebted to the CSD by a firm Resolution requiring reimbursement of any subsidy granted by the CSD. The justification of the subsidies by the beneficiaries will be carried out through supporting accounts structured in accordance with the provisions of the Fourteenth base, point 3, of Order ECD/2681/2012, of December 12, which approves the regulatory bases for the granting of subsidies and aid, and with the provisions of the Fourteenth section of the call and in the Budgeting and Justification Guide of the Higher Sports Council. The period for justifying association expenses will end on March 31, 2027.
