1. Object and purpose Subsidies on a competitive basis for town councils with libraries integrated into the Public Reading System of Catalonia destined to finance the initial implementation of a complete system of RFID (radio frequency identification) technology or the comprehensive renovation of an existing system that is obsolete, incompatible with current standards or insufficient to guarantee proper functioning, in accordance with the specific regulatory bases initially approved by the Plenary of the Provincial Council in the session of March 17, 2026 and subsequently by the Plenary on April 21, 2026, with the approval of a substantial modification, and published in the Official Gazette of the Province of Girona (BOPG) number 84, dated May 5, 2026. Partial or complementary actions (equipment expansions, label replacements or partial actions) are not the subject of this call. ? Evaluation criteria Applications will be evaluated based on the documentation presented by the requesting entities, according to the corresponding score based on the following parameters: a) Loan indicators and active users per inhabitant (up to 20 points). The published provincial annual average of the following indicators will be assessed: o Loan per inhabitant o Active users per inhabitant Each indicator will be scored independently, with a maximum of 10 points per indicator. The library with the highest value in each of the indicators will obtain 10 points. For the rest of the applications, a proportional distribution will be made based on these 10 points for each of the concepts. b) Percentage of co-financing proposal (up to 10 points). The application with the highest percentage of the municipal budget dedicated to the project for which the subsidy is requested will automatically be given 10 points. For the rest of the applications, a proportional distribution will be made based on these 10 points. c) Total adaptation of the municipality to the parameters of the Public Reading Map at the time of the request (up to 30 points).
