bases of the “Eskoriatza Bizirik” purchase vouchers PREAMBLE The Eskoriatza City Council, within the framework of its policies to promote local economic development and support commerce, hospitality and municipal services, launches the “Eskoriatza Bizirik” purchase voucher campaign, with the aim of promoting consumption in local establishments, boosting economic activity and strengthening the commercial and social fabric of the municipality. Through this initiative, the aim is to encourage purchases and consumption in participating establishments, at the same time promoting local consumption habits and contributing to the economic sustainability of small businesses in Eskoriatza. Likewise, the campaign seeks to strengthen the relationship between citizens and local commerce, favoring the generation of wealth and employment in the municipality. Objective The purpose of the call is to regulate the bases of purchase vouchers intended for the acquisition of consumer goods and services, as well as the conditions that must be met by establishments adhering to the initiative to participate in the same. 2. Legal regime The call complies with the following regulations: Municipal Ordinance regulating the regime for granting subsidies of the Eskoriatza City Council. Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Law 38/2003, of November 17, General Subsidies (B.O.E. 18-11-2003) and Royal Decree 887/2006, of July 21, which approves the General Subsidies Regulation. Law 2/2016, of April 7, on Local Institutions of the Basque Country; in particular, its article 17.25, which includes “local economic and social development and local employment policies or plans” as the responsibility of the municipalities. In everything not provided for by this regulation, Law 38/2003 and current subsidy legislation will apply. 3. Budget credit The budget allocation will be fifteen thousand euros (€15,000.00) and will be financed, in 2026, from budget item 0100.480.431.00.01. 4. Beneficiaries Natural or legal persons who own commercial, hospitality or service establishments with registered offices in Eskoriatza (excluding lottery establishments, other games of chance, pharmacies and tobacconists). People registered in Eskoriatza who use the vouchers to purchase goods or services in Eskoriatza establishments. 5. Requirements of beneficiaries For establishments: That the main activity consists of the direct sale of consumer products or services to the public; be up to date with tax obligations with Social Security and the Treasury; not have debts with the Eskoriatza City Council. For individuals: Be registered in Eskoriatza and be of legal age. 6. Eligible expenses For the purposes of this call, purchases made in any of the Eskoriatza establishments included in article 10 of these rules will be considered eligible. 7.
