Official description of the call
First. -Object of the call This Resolution, issued under Order CIN/373/2022, of April 26, which establishes the regulatory bases for the granting by the Center for Technological Development and Innovation E.P.E, of public aid for R&D projects and new business projects of the State Plan for Scientific and Technical Research and Innovation 2021-2023, within the framework of the Recovery, Transformation and Resilience Plan (hereinafter, Order CIN/373/2022, of April 26), approves the 2022 call for aid intended to finance the “Science and Innovation Missions Program”, within the framework of the State Program to Catalyze Innovation and Business Leadership of the State Plan for Scientific and Technical Research and Innovation 2021-2023. The call is part of investment 3 called "New R&D projects Public Private, Interdisciplinary, Proof of concept and granting of aid as a result of international competitive calls. Cutting-edge R&D oriented to societal challenges. Pre-commercial public procurement" of Component 17 of the Recovery, Transformation and Resilience Plan and will contribute to objective 262 of the associated Council Implementation Decision (CID). The expected achievement dates of the objective are the second quarter of 2024 respectively, in accordance with the regulatory regulations of the Recovery and Resilience Mechanism and Recovery Plan at the European and national level Second. -Beneficiaries. Groups of legal entities defined in article 5.1 of Order CIN/373/2022 of April 26, which can carry out cooperative projects, may be beneficiaries of the aid contemplated in this call. The groups must be constituted by companies, according to the definition of Annex 1, section 8 of Order CIN/373/2022 of April 26, provided that they are validly constituted, have their own legal personality and tax residence in Spain. Each group must meet the size and composition requirements detailed in article 2 of this call. Likewise, all members of the group must meet the requirements to be a beneficiary. The entities described in article 3.9 of the Third call will not be able to obtain beneficiary status. - Financing. The maximum budget of this call is 60,000,000 euros, which correspond to the budget application 28.50.46QC.74918 of the General State Budgets for the year 2023. This budget item includes the actions and investments contemplated in the National Recovery, Transformation and Resilience Plan, financed by the Recovery and Resilience Mechanism of the European Union, established by the Council Regulation (EU) 2020/2094, of December 14, 2020, establishing a European Union Recovery Instrument to support recovery after the COVID-19 crisis, and regulated according to Regulation (EU) 2021/241 of the European Parliament and of the Council of February 12, 2021 establishing the Recovery and Resilience Mechanism. This financing is legally linked to the implementation of the subsidized actions, measures integrated into the Recovery, Transformation and Resilience Plan of Spain. Room. -Characteristics of the help. The aid from this call will consist of subsidies. The projects supported by this call will be cooperative business R&D projects, as established in articles 2.2.a) and 10.2 of Order CIN/373/2022, of April 26. Each group must be made up of a minimum of two and a maximum of eight companies; At least two of them must be autonomous from each other. The company representing the group, in the terms of article 3 of this call, may be a large company or an SME, excluding the microenterprise modality, in accordance with the definition established in Annex I of Order CIN/373/2022, of April 26. The projects presented must have a minimum eligible budget of 3,000,000 euros and a maximum of 15,000,000 euros.
