Beneficiaries The following may obtain the status of beneficiaries of the subsidies regulated in this resolution: a) Entities and associations that meet the following requirements: -Be legally constituted and registered, on the date of publication of the corresponding call, in the corresponding registry based on their legal nature. -Lack of profit purposes. -Have among the institutional purposes included in its statutes those related to the implementation of the activities considered financeable in this call resolution. -Have headquarters, permanently open office, permanent delegation or registered office in the Valencian Community and develop the activities object of this order in the Valencian Community. b) The town councils and associations of the Valencian Community. Second. Purpose The purpose of this resolution is the call for the 2023 budgetary year for the granting of subsidies under a competitive competition regime, for the financing of projects aimed at carrying out actions to locate, verify, delimit graves, exhumation, identification, custody and reburial of victims missing during the civil war and the dictatorship, carried out by city councils, associations and non-profit entities and associations of the Valencian Community, all in compliance with the provided in Law 14/2017, of November 10, on Democratic Memory and Coexistence of the Valencian Community. The projects presented may include all or only some of the aforementioned phases, and all of them must be developed within the framework of the provisions of the Protocol for action in the exhumation of victims of the civil war and the dictatorship, published by Order PRE 2568/2011, of September 26, which publishes the Agreement of the Council of Ministers of September 23, 2011, which orders the publication in the Official State Gazette of the Protocol of action in exhumations of victims of the civil war and the dictatorship (BOE no. 232, of 09/27/2011). Third. Regulatory bases The bases by which this call is governed are those contained in Order 2/2020, of September 22, of the Department of Participation, Transparency, Cooperation and Democratic Quality, which approves the regulatory bases for the granting of subsidies for actions on exhumation and identification of victims who disappeared during the civil war and the dictatorship. Amount These subsidies will be financed from line S7922000 ¿actions for opening graves, exhumations and actions in compliance with Law 14/2017¿, of November 10, on democratic memory and for the coexistence of the Valencian Community, of program 126.70 ¿democratic quality¿, included in the annexes of transfers and subsidies of the budget bill of the Generalitat for the year 2023, for the maximum global amount of ¿600,000 (six hundred thousand euros). The maximum amount established in the first section of this call may be increased by an additional amount of the global amount, when, as a consequence of the occurrence of any of the circumstances provided for in article 58 of the Regulation implementing Law 38/2003, of November 17, General Subsidies, approved by Royal Decree 887/2006, of July 21, there is an increase in available credit before the granting of the aid regulated by this resolution. The effectiveness of the additional amount is conditional on the declaration of availability of the credit as a consequence of the aforementioned circumstances and, where appropriate, the prior approval of the appropriate budget modification, at a time prior to the resolution of the granting of the aid. In any case, the declaration of the final available credit and its definitive distribution will be published in the National Subsidies Database (BDNS) and in the Official Gazette of the Generalitat Valenciana prior to the resolution of the concession, without such p
