Official description of the call
First. Beneficiaries The subsidies are called for damages to municipal infrastructure and the provincial and island road network provided for in the fourth section of the Agreement of the Council of Ministers of June 20, 2023, with regard to the declaration as an area seriously affected by a civil protection emergency carried out with respect to the affected territory as a consequence of the different events (forest fires, storms, snowfalls and torrential rains) that occurred in the Autonomous Communities of Andalusia, Aragon, Principality of Asturias, Canary Islands, Castilla y León, Castilla-La Mancha, Comunitat Valenciana, Extremadura, Galicia, Balearic Islands, Region of Murcia, Comunidad Foral de Navarra and País Vasco, as well as the city of Ceuta, which are listed in the annex to the call. The provincial councils, island councils and councils will be considered as beneficiary entities of the subsidies, and the uniprovincial autonomous communities, whose territory is included in the scope of application of this call; all of this, without prejudice to the status of interested party that corresponds to the requesting entities Second. Purpose The subsidies will be used to finance projects directly related to the accidents detailed in the call, carried out by the town councils, island councils and councils, provincial councils or single-provincial autonomous communities, regions and associations in municipal terms and population centers, relating to the repair or restitution works of infrastructure, equipment or municipally owned facilities and services included in article 25.2 of Law 7/1985 of April 2 Regulating the Bases of the Local Regime, and the road network of the provincial councils, the town councils and island councils or, where appropriate, the single-provincial autonomous communities, of the damage caused by the episodes that motivated the declaration of the area seriously affected by a civil protection emergency, included in this call Third. Deadline for submission of applications Applications will be formulated by the executing entities of the projects included in the scope of application of the call, from 9:00 a.m. the day following the publication of this announcement in the Official State Gazette, until 3:00 p.m. on October 5, 2023. They must be completed and submitted electronically, through the computer application “AURA - Subsidies to EELL before natural catastrophes", accessible from the electronic headquarters of the Ministry of Territorial Policy https://sede.administracionespublicas.gob.es/ (Procedures – Subsidies), selecting the section dedicated to this call. To do this, it is necessary that the legal representatives of said entities comply with the technical requirements specified in the aforementioned Fourth application. Regulatory bases Order HAP/196/2015 of January 21, which approves the regulatory bases of subsidies whose purpose is the execution of repair or restitution works of: infrastructures, equipment and facilities and services owned by municipalities and associations, as a result of natural disasters, as well as road networks of provincial councils, councils, island councils and uniprovincial autonomous communities (published in BOE number 37 of February 12, 2015) Fifth. Amount The maximum total amount of the subsidies referred to in this call is 11,822,417.71 euros. The granting of subsidies is conditional on the existence of adequate and sufficient credit at the time of the granting resolution in budget application 22.02.942A.767.03 of the General State Budgets. Eligible projects may be granted a subsidy of up to 50 percent of their cost.
