Official description of the call
1. - Object. The purpose of this Order is to regulate the bases of the aid granted by the Government of Aragon to the beneficiaries of aid for operations formalized in the ICO/MAPA/SAECA line to provide financial support for damages caused by the drought and other extraordinary causes and to agree on its single and open call for the years 2023 and 2024. 2. - Beneficiary subjects The owners of agricultural holdings in Aragon who, In accordance with the regulatory bases of the call, they justify having been beneficiaries of the aid contemplated in the MAPA Order of May 12, 2022, published in BOE No. 119, of 05/19/22, calling for the subsidies established in article 6 of Royal Decree-Law 4/2022, of March 15, adopting urgent measures to support the agricultural sector in the face of the loss of profitability and because of the drought. 3. Amount of aid and complementarity with aid granted by the MAPA According to the availability of the budgetary credit, the individualized amount of the Community Administration subsidy will be recognized and will satisfy the beneficiary at once, in a single payment. Its amount will be calculated as a percentage of 5% of the principal formalized in the ICO/MAPA/SAECA line, up to a maximum amount of 5,000 euros, for one or more financing operations. The aid has the character of complementary aid to that granted by the MAPA, with the same object and purpose, and which conditions its granting, always under the regime and limits of de minimis aid. 4. - Concession regime The recognition and granting of aid is subject to the existing budgetary availability for the budgetary years of 2023 and 2024. The call follows the simplified competitive competition procedure of article 16.3.a) of the consolidated text of the Aragon Subsidies Law, granting them to all interested parties who meet the requirements for their granting, in accordance with the principles of publicity, objectivity, transparency, equality and non-discrimination, in accordance with the order of priority in the presentation of applications by interested parties within the period that opens their call, provided that they are valid in accordance with the requirements established by the bases for this purpose, and under the form of open call that regulates its article 28. 5. - Electronic processing and presentation of applications. Under the provisions of article 14.3 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, the initiation, instruction and resolution of the procedure will be electronic. In accordance with the provisions of article 28 of the consolidated text of the Aragon Grants Law, the call for these grants is open, establishing the following deadlines for the submission of applications: a) First selection procedure: from the day following the publication of this Order in the Official Gazette of Aragon until December 31, 2023. b) Second selection procedure: from March 1, 2024 to May 31, 2024. c) Third selection procedure: from August 1, 2024 to October 31, 2024.
