RULES AND CALL FOR THE NATIVITY CONTEST IN BORNOS AND COTO DE BORNOS. CHRISTMAS 2023 The Bornos City Council, through the Culture Delegation, announces the Nativity Scene Contest in Bornos and Coto de Bornos, in accordance with the following bases: FIRST.- Purpose of the call. The object of the contest is the selection of the best nativity scenes in Bornos and Coto de Bornos for Christmas 2023. SECOND.- Total budget and budget application. 2.1.- The amount for the contest prizes is two hundred and sixty euros (€260), which will be charged to the Prizes and Competitions item of the Culture Delegation of the current budget of this City Council. THIRD.- Participants. 3.1.- All residents of Bornos and Coto de Bornos may participate. 3.2.- Two modalities of participation in the contest are established: - Individual (private homes). - Group (teaching centers, associations and other groups). Minors under 18 years of age will be required to obtain authorization from their father, mother or legal guardian, which is included in the application attached in the Annex to these bases. 3.3.- Participation in the contest implies full acceptance of the rules. FOURTH.- Characteristics of the nativity scenes. 4.1.- The main reason for the nativity scenes will be Christmas, in which everything typical of the holiday will be reflected. FIFTH.- Deadline and form of submission of applications for nativity scenes. 5.1.- The deadline for admission of applications begins the day following the publication of the rules in the "Official Gazette" of the province of Cádiz, through the BNDS and will end on December 21, 2023, both included. 5.2.- Applications must be submitted to the Entry Registry of the Bornos City Council, from 9:00 a.m. to 2:00 p.m., Monday to Friday, until December 21 at 2:00 p.m. On December 22 at 11:00 a.m. the visit of the registered nativity scenes will take place. SIXTH.- Means of notification and publication. In accordance with the provisions of article 45 of Law 39/2015, of October 1, on the Common Procedure of Public Administrations, once the call has been published in the "Official Gazette" of the province of Cádiz, successive notifications will be published, having the effects of the notification, through the electronic notice board of the Bornos City Council. SEVENTH.- Bodies competent for the investigation: The investigation of the file will be carried out by the convening Delegation. EIGHTH.- Jury. 8.1.- The Jury will be made up of qualified people designated by the City Council and will be made up of a minimum number of 3 people and a maximum of 5. The jury will proclaim the winners once the visit ends, which will be on December 22, and its decision will be final. The contest may be declared void or, if applicable, any of its prizes. 8.2.- The members of the Jury are subject to the regime of abstention and recusal established in article 23 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector. 8.3.- The composition of the Jury will be published on the Notice Board and Corporate Website of the Bornos City Council during the investigation phase of the file. NINTH.- Evaluation criteria The following will be taken into account as evaluation criteria by the jury: - The originality and artistic and/or technical quality of the nativity scenes - The recovery of the traditional nativity scene, the materials used, the effort and laboriousness in the execution of the Nativity scene. TENTH.- Awards. As for the prizes, there will be three prizes in Bornos and three in Coto de Bornos, amounting to a total of €260, distributed as follows: Bornos: 1st prize: €70 2nd prize: €30 3rd prize: €30 Coto de Bornos: 1st prize: €70 2nd prize: €30 3rd prize: €30 The prizes will be subject to the legally established withholdings. ELEVENTH.- Final resolution. 11.1.- The convening Delegation is competent to resolve the procedure, following a proposal from the competition jury. Said resolution puts an end to the administrative procedure and against it an optional appeal for reconsideration may be filed within a period of one month from its notification, without prejudice to the possibility of directly filing a contentious-administrative appeal in accordance with Law 29/1998, of July 13, regulating the Contentious-Administrative Jurisdiction. 11.2.- View the deli
