Subsidy intended to support cultural accelerators under the Recovery, Transformation and Resilience Plan, financed by the Next Generation EU European Fund

Official description of the call

First.-Beneficiaries: Any natural person registered in the Special Regime for Self-Employed Workers may apply for these subsidies, or those who acquire the commitment to establish themselves as companies or self-employed workers at the time of receiving the aid, as well as legal entities that have the status of medium-sized, small or micro-enterprise in the terms provided for in articles 1 and 2 of Annex I of Regulation (EU) 651/2014. Only those who have permanent tax residence in Spanish territory and carry out their economic activity in the Principality of Asturias may receive aid. The beneficiaries must belong to the cultural and creative industries sector, developing their economic activity linked to some of the phases of their value chain: creation, production, distribution, exhibition or marketing. Second.-Purpose: The purpose of this call is to grant competitive subsidies to support cultural accelerators. The aid is aimed at obtaining entrepreneurial and financial skills for professionals in the culture and creation sectors, through actions such as: accelerating the growth of the business and professional fabric of the CCIs; promotion of the transformation to digital culture and the incorporation of new technologies in the CCIs; promote interconnections between CCIs and between them and other economic sectors; and improving access to CCI financing. This line of action aims to ensure that cultural companies in the Principality of Asturias undergo acceleration processes and receive multidisciplinary help that, through the acquisition of entrepreneurial and financial skills by the professionals integrated into them, allows them to grow and develop their potential, thus serving as a pole of economic attraction and job creation. The projects and activities must be linked to acceleration processes in the value chain of the cultural and creative industries, through research, training, production, exhibition, distribution or marketing activities and actions, among others. The acceleration projects will contemplate, among other activities, creation, facilitation, mediation, incubation, training, mentoring, investment, financing or promotion. In addition, the selected projects will have a capital investment portion of approximately 70 percent and a support portion in current spending for activities such as training or mentoring of approximately 30 percent. The expenses of the eligible projects will be those carried out between January 1, 2022 and September 30, 2026. Third.-Regulatory bases: Resolution of December 26, 2023, of the Ministry of the Presidency, Demographic Challenge, Equality and Tourism, which approves the regulatory bases for subsidies under a competitive competition regime aimed at supporting cultural accelerators, charged to the "Plan of Recovery, Transformation and Resilience, financed by the European Fund, Next Generation". Fourth.-Amount: Total for the line: 430,190.93 euros distributed, in advance, on a multi-year basis in the annuities 2024, 2025 and 2026. The amount of the subsidy to be granted by each beneficiary will be that resulting from the technical assessment obtained. The amount to be awarded as a subsidy will be the amount that results (rule of 3) from projecting the technical assessment awarded to the project on the maximum expected score and taking into account that the maximum 100 points that can be obtained will be assigned the maximum subsidy of ONE HUNDRED THOUSAND EUROS (€100,000). Notwithstanding all of the above, the subsidy to be granted will have the following limits: a) The maximum contribution from the body responsible for culture may not exceed 80% of the project budget. b) The amount requested by the entity itself. c) The projects will have a part of capital transfers that will account for 70% of the amount granted and another part of support that will include training, consulting, mentoring and innovation activities that will account for 30% of the total aid. d) In the case of excess credit, it will be distributed among those granted based on their score.
