Official description of the call
First. Beneficiaries. Those legally constituted Fishermen's Guilds of Cantabria that request this aid and comply with the conditions and obligations provided for in the Law of Cantabria 10/2006, of July 17, on Cantabria Subsidies, will be considered beneficiaries. Second. Object. 1.- Approve the call for the year 2024 for the aid to be granted, under a competitive competition regime, to support the investments made by the Fishermen's Guilds of the Autonomous Community of Cantabria. 2.- Investments that improve the infrastructure, equipment and machinery of fishing ports, fish markets, landing sites, pontoons and anchorages will be eligible for subsidies, considering as eligible, among others, the following expenses: a) The modernization or conditioning of real estate, as long as its need is justified. b) The acquisition of first-use machinery, facilities and equipment. c) Computer equipment and programs related to production and marketing activities. Portable computing equipment is excluded. d) Internal transportation elements, provided that they form an integral part of the project presented. 3.- The construction of new ports or new fish markets, as well as the following expenses, will not be considered eligible expenses: a) Value added tax (VAT) or any other tax recoverable by the beneficiary entity. b) External transport elements. c) The purchase of used materials and equipment. d) The acquisition of land. e) Expenses arising from a mere replacement of previous ones will not be eligible unless the new acquisition corresponds to investments different from the previous ones, either due to the technology used or its performance. f) Telephone devices, fax machines, scanners, photocopiers, office furniture. g) Equipment rental expenses and investments financed through financial leasing. However, investments in machinery financed through leasing may be eligible if there is a commitment to acquire the asset before December 31, 2029, the date on which the eligibility period for the FEMPA 2021-2027 Operational Program ends. Other costs related to the financial leasing contract, such as taxes, lessor's margin, interest on refinancing costs, general expenses or insurance, will not be eligible. h) The development of web pages. Third. Regulatory bases. Order DES/01/2024, of January 10, which establishes the regulatory bases for aid for investments made by Fishermen's Guilds of Cantabria, co-financed by the European Maritime, Fisheries and Aquaculture Fund (FEMPA) (BOC no. 12, of January 17, 2024). Room. Amount. 1.- The aid called for in this Resolution will be granted based on the budgetary availability of application 05.05.415A.781.01 of the General Budgets of the Autonomous Community of Cantabria for the year 2024, with a maximum total amount of 300,000.00 euros. 2.- The intensity of public aid granted for the operations described in this Resolution cannot exceed 75% of the eligible expenses, with the rest financed by the beneficiary as a private contribution, thus complying with the provisions of Annex III of Regulation (EU) 2021/1139 of the European Parliament and of the Council of July 7, 2021, which establishes the European Maritime, Fisheries and Aquaculture Fund (EMFAF). Fifth. Application submission deadline. 1.- Applications for aid will be addressed to the Minister of Rural Development, Livestock, Fisheries and Food in accordance with the standardized model that appears as Annex I of this call and will be presented within one month from the day following the publication of the extract of the call in the Official Gazette of Cantabria. 2.- The application may be submitted in any of the electronic records provided for in article 134.8 of Law 5/2018, of November 22, on the Legal Regime of the Government, the Administration and the Institutional Public Sector of the Autonomous Community of Cantabria.
