Official description of the call
In accordance with the provisions of the General Subsidies Ordinance and the Bases of the Call published in the BOB of May 30, 2018, and given the powers granted to me by the legal system, especially art. 21.1 s of the Law of Bases of Local Regime, I HAVE RESOLVED: To approve the call for subsidies in the line of culture, leisure and Basque for the year 2024 1. Scope and object Subsidies are called in the area of culture, leisure and Basque with the purpose of supporting initiatives for the promotion and dissemination of culture, leisure and Basque that complement municipal activity; in addition to the rest of the purposes provided for in the Strategic Subsidies Plan. The eligible concept is understood to be the activities developed by the Associations aimed at the sectorial promotion and dissemination of culture as well as those aimed at socio-cultural revitalization, promotion of interculturality, promotion of cultural life at the neighborhood or district level, etc. that complement municipal powers, programs and activities or are of municipal interest. 2. Applicable regulations The procedure for resolving applications will comply with what is regulated in: — The Ordinance regulating the bases for the granting of subsidies through a call by the Gordexola City Council ("Official Gazette of Bizkaia" number 103, of May 30, 2018). — The Specific Bases for subsidies in the field of culture, leisure and Basque published in the “Official Gazette of Bizkaia” number 103, of May 30, 2018. — Law 38/2003, of November 17, General of Subsidies and in the regulations that develop it. Likewise, the provisions regarding subsidies will be applicable by: — The Law of the Basque Parliament 4/2005, of February 18, for the Equality of Women and Men, and other complementary regulations; — Law 19/2013, of December 9, on transparency, access to public information and good governance in its Title I. — Royal Legislative Decree 1/2013, of November 29, on the rights of people with disabilities and their social inclusion in its Title II. — Law 2/2016, of April 7, on Local Institutions of the Basque Country. 3. Beneficiary entities The Gordexola Associations that meet the following requirements will be considered beneficiaries of these subsidies: — Their registered office or headquarters is located in Gordexola. — Its scope of action is developed in Gordexola. — These are non-profit associations. — Among its objects is the dissemination and promotion of culture in accordance with the provisions of its Statutes. — Be up to date with your tax obligations, vis-à-vis Social Security and with the Gordexola City Council; circumstance that must occur at the time of submission of the application and be maintained throughout the process (granting, recognition of the obligation and payment). 4. Budget credits The subsidies that are called are financed from the items of the General Budget of the Gordexola City Council that follow: — 3340 48134. — 3350 48133. The amount allocated to this call amounts to 8,150.00 euros. 5. Concession procedure The regime applicable to the eligible concept will be competitive competition. 6. Eligible concepts Eligible expenses are those that undoubtedly respond to the nature of the subsidized activity, are strictly necessary and are carried out in the calendar year (from January 1, 2024 to December 31, 2024, both included). Under no circumstances will the following be eligible for subsidies: — Expenses corresponding to meals or drinks not strictly related to the subsidized activity. — Expenses caused by travel in private vehicles that, being related to the subsidized activity, exceed 15% of the subsidy amount. — Activities identical to those offered by the City Council, unless they complement municipal intervention. 7. Requests 7.1. Submission period The deadline to submit applications will be from the day after publication in the BOB until March 31, 2024. 7.2.
