Official description of the call
and at the electronic headquarters of the Granollers City Council (http://seuelectronica.granollers.cat): First.- Beneficiaries All natural persons who are holders, as tenants, of a lease contract for the use of housing that is located in Granollers, and who meet the following requirements may apply for these subsidies: a) Be part of one of the groups determined in the corresponding call. b) Be a natural person and possess Spanish nationality or that of one of the Member States of the European Union or, in the case of non-EU foreigners, have legal residence in Spain. c) Do not exceed the maximum income as stated in Annex 1 of these bases. d) Prove sufficient minimum own income to pay the rent. e) The lease contract must be for housing use and must be formalized with the property owner directly or with the representative/administrator. f) Establish your habitual and permanent domicile in the rental home, which must necessarily be in Granollers, and which will be accredited through registration. During the receipt of the aid, habitual and permanent residence must be maintained in a rented home in Granollers, accredited through registration. g) That the contract states the obligation to have constituted at least a monthly deposit in favor of the property, in the terms indicated in article 36 of Law 29/1994, of November 24, on urban leases. It is not mandatory in contracts formalized with the previous rental regulations. h) Pay the rent of the home by bank transfer, direct debit receipt, deposit into account, or receipt issued by the owner/manager of the property, at least, starting from the month following the date of submission of the application. The details of the tenant, the owner/administrator and the concept must be included. i) The home must have a valid Habitability Certificate and Energy Certificate. j) Not be subject to any of the prohibition cases for being a beneficiary of subsidies in accordance with article 13 of Law 38/2003, of November 17, general on subsidies. k) Be up to date with tax obligations with the State and with social security, and not have outstanding debts or sanctions of a tax nature with the Granollers City Council, as stated in articles 18 and 19 of Royal Decree 887/2006, which approves the Regulation of the General Law of Subsidies. 2.2 The following may not be beneficiaries: a) Tenants of homes managed or administered by the Housing Agency of Catalonia. b) Those who own one or more homes in the Spanish state or have been granted a real right of use and enjoyment, unless: b1) they own a single home in a percentage not exceeding 50%. b2) that, even exceeding this percentage, a real right of use and enjoyment of the home is granted to a third party, which must be accredited by means of the corresponding public deed or judicial title. c) Those who are related in the first or second degree of consanguinity or affinity with the landlord of their habitual residence. The same criterion will apply to the relationship between the lessor and the lessee, when the former is a legal entity with respect to any of its partners or participants. Exceptions are cases in which the stipulated rental income is equal to or higher than that resulting from the Rental Price Reference Index published by the Housing Agency of Catalonia through the portal http://agenciahabitatge.gencat.cat/indexdelloguer/ (for a home in good condition) d) Subsidies cannot be obtained for access to Line 1 when one has already been a recipient of access subsidies in previous municipal calls. According to the bases, article 2.1 a), the groups that can apply for these subsidies are specified for this call: Program 1 - young people under 35 years of age: Have an age between 18 years and up to 35 years (35 years included), at the time of submitting the application, by one of the holders of the lease contract who must be the applicant for the subsidy. Program 2 - people over 65 years of age: Be over 65 years of age (65 years of age included) at the time of submitting the application
