Official description of the call
First. Object, scope of application and legal regime. The purpose of this Order is to call for subsidies aimed at non-profit social entities to carry out projects to promote equal treatment, non-discrimination and emotional sexual diversity, in the Autonomous Community of Aragon, in the financial year 2024. The subsidies will be governed by the provisions of this call, its regulatory bases, as well as the rest of the state or regional regulations applicable to budgetary and subsidy matters. Second. Eligible lines. The eligible projects provided for in line 1 of this call have the objective of developing a comprehensive policy to promote equal treatment and non-discrimination due to any of the causes included in the legal system, except for projects related to discrimination based on sex and equality between women and men as they are not the responsibility of the General Directorate of Equal Opportunities and projects aimed at the LGTBI+ group and their families because they have a specific line. The eligible projects provided for in line 2 of this call are intended to carry out actions aimed at the LGTBI+ group and their families. Line 1: Subsidies for the promotion of equal treatment and non-discrimination, with a total amount of €250,000.00. Line 2: Subsidies to support LGTBI+ people and their families, with a total amount of €161,000.00. Third. Beneficiary entities and requirements. Beneficiary entities may be all those non-profit social entities in which the following requirements are met: Be legally constituted, at least one year in advance of the date of this call and, duly registered in the administrative registry that applies to them. Develop your activity in the Autonomous Community of Aragon. Have sufficient structure to guarantee the fulfillment of the project. For projects that qualify for Line 1 “Subsidies for the promotion of equal treatment and non-discrimination” the applicant entity must have in its objectives, purposes, or statutory principles the commitment to equal treatment, and the prevention of discrimination due to any of the causes included in the legal system. For projects that opt for Line 2, “Subsidies to support LGTBI+ people and their families,” the applicant entity must specifically have the defense of the rights of LGTBI+ people and their families as the object of the entity in its statutes. These entities will not be able to opt for Line 1 because they have this specific line for carrying out their projects. Public law entities, public initiative foundations, political parties, universities, civil and commercial societies, professional associations, official chambers of commerce, industry and navigation, business organizations and unions and other entities with similar specific purposes and nature as those mentioned above will not be understood to be included within the typology of non-profit social entities. Entities in which any of the circumstances contained in sections 2 and 3 of article 13 of Law 38/2003, of November 17, as well as the other prohibitions provided for in the Aragon subsidy law, approved by Legislative Decree 2/2023, of May 3, of the Government of Aragon, may not be beneficiaries of the subsidies regulated in this rule. Entities that do not comply with environmental legislation, transparency legislation and if they have been sanctioned in labor matters, equality between men and women, rights of LGTBI+ people, democratic memory, rights and guarantees of people with disabilities and inclusive employment may not be beneficiaries either. The total amount planned for this call is €411,000.00 charged to the credits of the budget applications detailed below, from the expense budget of the General Directorate of Equal Opportunities for the financial year 2024 from the Government of Aragon's own resources: Line 1. “Promotion of Equal Treatment and Non-Discrimination”.
