Official description of the call

Article 1.- Object and scope of application. This program aims to encourage the hiring of unemployed people from the municipality in companies in Arrasate; Contracts of a duration equal to or greater than 6 months, at least ½ day, carried out by Arrasate companies with 250 workers or less, will be subsidized. On the other hand, with the aim of addressing the gap that affects women in terms of employment in our society, the Arrasate City Council through this program tries to promote the hiring of women, and thus move towards equality. Article 2.- Beneficiary companies. Both companies and non-profit entities (foundations, associations, NGOs...) will be eligible for this aid, as long as they are up to date with their tax and labor obligations, and meet these conditions: a.- Have a work center in Arrasate b.- Have 250 workers or less on staff c.- Hire unemployed people from Arrasate Article 3.- People to be hired. For the company or entity to qualify for this aid, the people it hires must meet the following requirements: a.- Be registered in Arrasate, at least since January 1, 2024. b.- Be registered as unemployed in Lanbide Basque Employment Service, at least at the time prior to formalizing the contract. c.- Not having been hired by the same company in the last 6 months prior to the contract for which the subsidy is requested. On the other hand, it should be noted that contracts of indefinite duration for which a subsidy is requested through this program cannot be used to request a subsidy through the “Aid for Arrasate companies: new creation-transfer of business-diversification of activity” program, being necessary in such cases to opt for one of the two lines of aid. Article 4.- Eligible contracts Contracts that meet these requirements will be eligible: a.- Duration of 6 months or longer. b.- Minimum dedication of 1/2 day. c.- Formalized in 2024. d.- That entail a net increase in the workforce (compared to the previous 6 months) Article 5.- Financial availability The 2024 call for this program has an allocation of €87,500 that will be channeled through item 1,710,471,241,00.00 “Langabeen Kontratazioarako Laguntzak” of the 2024 Municipal Budget. The program will be terminated when its budget allocation is exhausted, unless the City Council expressly decides to increase said credit. Article 6.- Amount of the subsidy The amount of the subsidy is updated annually based on the annual CPI, provided that a positive index has been obtained; If said index is negative, the amount from the previous year is maintained. The annual CPI at the end of 2023 has been 3.1, so the amount of the subsidy for the 2024 call will be €2,632 for each 6-month full-time contract. In the case of partial days, the amount will be adjusted according to the percentage of the day in the contract in question. Only one contract can be subsidized by the same person. Initially, each company will only be able to receive subsidies from this call for a maximum of 3 contracts. However, companies may request a subsidy for more contracts, applications that will remain reserved until the end of the program, at which time, if the credit allocated to the program had not been exhausted, after being evaluated, they could receive a subsidy; In this case, the City Council would establish the amount of the subsidy, depending on the available credit and the number of concurrent applications. Likewise, it is established that each company will be able to opt for a maximum of 10 subsidized contracts throughout successive editions of this program. If the unemployed person is a woman, the amount of the subsidy will be increased by 20%. In the event that the contracts to be subsidized are of indefinite duration, either at the beginning, or converted to indefinite during the six months to be subsidized, the subsidy per job will be increased by 20%. The increased amount will be paid to the company after one year from the start of the subsidized contract. However, the City Council reserves the right to reduce or cancel this amount depending on: Whether the company receives other subsidies for the same or similar concept.
