Official description of the call

1.- Preamble The Arrasate City Council, among the various policies to support the local economy and employment that it contemplates, has been developing lines of promotion of entrepreneurship. One of them is financial aid for new business initiatives that are implemented in the municipality, which has been held annually since 2000. Throughout this time, nuances of said program have been adapted, in order to adapt it to the needs of each moment. Thus, the bases presented below try to respond to the current reality, and are intended to be useful to promote entrepreneurship and provide the necessary support to promoters who venture into the creation of new companies, initiatives that are fundamental when it comes to guaranteeing the renewal of the business fabric of Arrasate. 2.- Object and scope of application of the program The purpose of these bases is to regulate the subsidy program to promote the establishment of companies in the municipality of Arrasate, and to support entrepreneurial efforts. 3.- Recipients of the aid To access this aid, companies must meet the following requirements at the time of requesting it: The company must be legally constituted for the development of the activity in question at the time of requesting the subsidy. You must have a work center in Arrasate. They must be companies that correspond to one of the assumptions described below: a) Newly created companies that will be established in Arrasate. b) Existing companies located in another municipality that opened a new work center in Arrasate. c)Companies that, even though they are not new, have changed owners due to the retirement of the previous owner, taking effect what is understood as generational change. In these cases of generational change, the City Council reserves the power to increase aid for companies that arise from a transfer of a previous activity that is considered emblematic or of high value for the socio-economic fabric of the municipality. d) Companies that have diversified and incorporated a new activity different from that carried out until 2023, diversification motivated by substantial changes that have recently occurred that make the survival of the business difficult, which may be both general changes, for example, health crisis, legislation, etc., or of a particular nature, such as health, family reasons, etc. Both the registration as a new company, as well as the new establishment in the municipality, as well as the change of ownership in the event of a replacement, as well as the registration in a new activity, must have taken place from January 1, 2022, until October 31, 2023. In all cases, the date of registration in the IAE to practice in Arrasate will be taken as a temporal reference. In cases a and b, at least one stable job must have been created in said company. The dedication assigned to the jobs may be full or part-time. The calculation of positions may result from the sum of the partial days of several contracts, for example, two people hired on a ½ day basis would be counted as 1 full job position. In cases c and d, the creation of net employment will not be mandatory, but the workforce must have been maintained with respect to the average workforce during the 12 months prior to the change of ownership or the start-up of the new activity. Both jobs created under the self-employment regime and those assigned to the general Social Security regime will be considered stable. In the case of the latter, the duration of the contracts must be indefinite. Regarding the size of the beneficiary companies, they may not have a workforce greater than 15 workers. The applicant company must have made a minimum investment of €3,000 at the time of requesting this subsidy. The eligible investment concepts will include both fixed assets (furniture, premises conditioning works for the performance of the activity, machinery, work tools, computer equipment, work vehicles...), as well as those expenses necessary for the initial establishment of the activity, such as expenses for administrative and legal procedures, advice, transfers, franchises, or other similar.
