Official description of the call
First. Beneficiaries. Municipalities with less than 20,000 inhabitants and Minor Local Entities in the province of Valladolid that have not been beneficiaries of the calls for subsidies from this Provincial Council for the acquisition of semi-automatic external defibrillators (DESA) in the years 2021, 2022 and/or 2023 will be able to obtain the aid that is managed through this call. Second. Object. The acquisition of semi-automatic external defibrillators (DESA) by City Councils with less than 20,000 inhabitants and Minor Local Entities in the province of Valladolid, to be installed permanently, visible and accessible in public places with maximum traffic. Third. Regulatory Bases. General Ordinance on Subsidies of the Provincial Council of Valladolid (B.O.P. of Valladolid of March 6, 2006). Room. Amount. The total amount of the subsidies may not exceed the amount of twenty-five thousand euros. The Provincial Council will contribute a maximum of 80% of the total budgeted for the acquisition costs, and the Town Councils and Minor Local Entities must contribute, as their own financing (or obtained through other means), a minimum of 20% of their total cost. The subsidies granted, with the budget limit indicated above, may not exceed, for each applicant Local Entity, the amount of 1,250 euros. Fifth. Application submission deadline. The deadline for submitting applications will end within 20 calendar days from the day following the publication of the extract of the call in the B.O.P. from Valladolid. Sixth. Other information of interest. Eligible expenses: The acquisition of semi-automatic external defibrillators (AED) that is carried out within a period of five months from the date of payment of the advance payment of the subsidy is considered eligible expenses. The Provincial Council's contribution may only be applied to the costs of acquiring the material that is the subject of the subsidy, excluding the costs of transportation and installation of said material. Eligible material: The acquisition of semi-automatic external defibrillators (DESA) will be subsidized for use by non-health personnel who have the appropriate training, that is, who have obtained the certificate for the use of the DESA and who are registered in the Registry relating to the use of DESA in accordance with the provisions of Decree 9/2008, of January 31, of the Ministry of Health of the Government of Castilla y León, by which regulates the use of semi-automatic external defibrillators by non-medical personnel. Local Entities that acquire an AED must comply with the provisions of the regulations that regulate their use (Decree 9/2008, of January 31, of the Ministry of Health of the Government of Castilla y León, which regulates the use of semi-automatic external defibrillators by non-health personnel and Royal Decree 365/2009, of March 20, of the Ministry of Health and Consumer Affairs, by the that establishes the minimum conditions and requirements for safety and quality in the use of semi-automatic external defibrillators outside the healthcare field). Compatibility: yes. Requests: Requests will be directed to the Ilmo. Mr. President of the Excma. Provincial Council of Valladolid, in accordance with the Annex I model to these Bases and will be preferably presented through the Electronic Registry of the Provincial Council or by any of the means established in art. 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations (LPAC). Documentation: The following documentation must be submitted: ? Application, declaration and commitment model in the terms provided in the model provided in Annex I. ? Responsible declaration signed by the person who holds the Mayor's Office (or Municipal Mayor's Office) of the Entity, through which he or she expresses the commitment to comply with the requirements established in the regulations governing the use of AEDs by non-health personnel, in accordance with the model provided in Annex II. Payment Method: In advance, with the character "to be justified." Form of justification: In the terms provided in Base 19 of the call. Justification period: The presentation of the supporting documentation will be carried out preferably through the Electronic Registry of the Provincial Council or by any of the means established in art.
