Official description of the call
BDNS: 758095 The Local Government Board of the Most Excellent Calahorra City Council, in a session held on April 22, 2024, approved the Bases for the call for subsidies under a competitive competition regime for Animal and Environmental Defense activities through Associations of the year 2024. In accordance with the provisions of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (BDNS) First. Purpose The purpose of these rules is to regulate the procedure for granting subsidies through a competitive competition procedure to social entities and non-profit institutions so that, from their capacity of influence, they develop activities related to the protection and defense of both the environment and animals, raising awareness in both matters among the population, so that they invest their social efforts in activities and programs that have a citizen impact, complementing the powers developed by the Calahorra City Council in matters of the environment. and animal protection, through partial financing of the current expenses incurred by carrying them out. The Calahorra City Council may subsidize up to 80% of the activity. The activities for which a subsidy is requested will not belong, due to their nature, objectives and recipients, to any other Municipal Area or Service (festivals, culture, sports, addiction prevention) nor will they be included in any collaboration agreement with the Calahorra City Council. Second.- Budget credit The budget limit for the granting of these subsidies in the financial year 2023 is €12,000, attributable to item 170/483. Environment. Free competition subsidies. RC number 12024000009978. Third.- Beneficiaries Associations or non-profit entities registered in the Registry of Associations of the Calahorra City Council may apply for the subsidies that are the subject of this call on the date of the end of the application period. The City Council will verify ex officio that the Association meets the requirements to be a beneficiary. Public law entities, universities, political parties, professional associations or other entities with similar purposes and similar nature may not be beneficiaries of the subsidy regulated in these bases. Fourth.- Applications and documentation The applications, together with the rest of the documentation to be provided, will be presented in the General Electronic Registry of the Calahorra City Council, or through any of the registries authorized by art. 16.4 of Law 39/2015 of October 1 on Common administrative procedures of public administrations. The documentation models to be presented can be downloaded at the Electronic Headquarters of the Calahorra City Council, administrative procedures, “call for competitive subsidies for Animal and Environmental Defense Activities”, which can be found on the website www.ayto-calahorra.es. Fifth.- Deadline for submission The deadline for submitting applications will be one month from the day following the date of publication of the announcement of the call in the Official Gazette of La Rioja. Sixth.- Evaluation criteria for the granting of subsidies The evaluation of the applications presented will be carried out in accordance with Article 6 of the Regulatory Bases. The final score will be the result of adding the points obtained in the application of each criterion. It will be necessary to achieve a minimum score of 15 points to be able to obtain the subsidy. The subsidies will be awarded to the projects/activities that obtain the best rating among those that have proven to meet the necessary requirements to be a beneficiary in the evaluation phase, in order from highest to lowest score until the budget allocation limit is exhausted. In the event that the credit stated in the call is sufficient, based on the number of applications, the requirement to establish an order of priority among the applications submitted that meet the established requirements will be exempted.
