EEI/ 2024, of May 7, which calls for aid for the year 2024 to carry out, by local entities, actions for the installation and equipment of Rural Multiservices in the Autonomous Community of Aragon

Official description of the call

First.- Beneficiaries: Municipalities and other Aragonese local entities specified in article 2 of Law 7/1999, of April 9, on Local Administration of Aragon, may be beneficiaries of the subsidies referred to in this order, provided that they meet the requirements demanded in this call and their projects are selected in accordance with the evaluation criteria indicated in the fourth section of the call order. Second.- Purpose: 1. The making of investments by the beneficiaries provided for in the third section for the construction and renovation of the Rural Multiservice and the equipment corresponding to the commercial part of the establishment will be considered an eligible action. 2. Eligible expenses will be those that respond unequivocally to the performance of the action subject to subsidy carried out by the beneficiaries indicated in the following section and that derive from the following concepts: a) Works for the conditioning of new Multiservice establishments. b) Renovation works to improve existing Multiservice establishments. c) Acquisition of commercial equipment necessary for the operation of the Multiservice. 3. Eligible expenses will be those that derive from the concepts described below: 3.1. Regarding the execution of works for the conditioning of new Multiservice establishments and renovation works for the improvement of existing establishments: Concepts included: -Works and all types of installations for the construction or modernization of the Multiservice (masonry, plumbing, carpentry, painting, remodeling and reform of the façade, electrical installations, communication investments (telephony or Internet), air conditioning, security and surveillance systems and energy efficiency actions...) -Signs, awnings and exterior canopies - Adaptation and equipment works for universal accessibility, or the removal of barriers for disabled people. Excluded concepts: -The purchase of premises or purchase options. -The payment of transfer rights. -Studies and reform and adaptation project. -Land acquisitions and real rights. -Buildings of premises and complementary and accessory works and installations to the structural elements of the building, such as stairs, elevators, elevators, or attics. Regarding commercial equipment: Concepts included: - Furniture intended for the presentation of products: shop windows, counters, panels, shelves, showcases and display islands (including refrigerated ones), as well as other equipment intended for the sales and exhibition room. - Furniture intended for the custody of products in the warehouse of the commercial premises. - Cold rooms in the warehouse of the commercial premises intended for perishable products that are the object of commercial activity. - Alarms and security and surveillance systems. - Acquisition of computer and digital equipment, point of sale terminals, as well as the software necessary for their operation; acquisition of barcode readers, magnetic stripe readers and ticket printing. - Digital scales. Excluded concepts: - Vehicles. - Purchases of merchandise subject to marketing. The amount corresponding to the Value Added Tax (VAT) will not be considered an eligible expense, except when the local entity must not make a declaration of said tax, after accreditation by means of a certificate issued by the Secretary of the local entity, with the approval of the Mayor or President, of having recognized the right to enjoy the total or partial exemption from VAT, in accordance with the current value added tax legislation. 4. The above actions must have been carried out since May 30, 2023 and prior to the submission of the aid application, a circumstance that will be verified with the date of issue of the invoice. For the grant to be granted, both the execution of the activity and the payment must be justified at the time of the application. 5. In accordance with article 35.5 of the consolidated text of the Aragon Subsidies Law, approved by Legislative Decree 2/2023, of May 3, of the Government of Aragon, the expense will be considered to have been effectively paid when its obligation has been recognized in the accounting of
