EXTRACT from Decree no. 2024-1803, dated May 27, 2024, of the Presidency, which approves the "Call for subsidies for Reading Clubs "Reading with..." in Municipal Libraries of the province 2024". 1.- OBJECT AND PURPOSE. The purpose of this Call is to regulate the granting of aid to municipal libraries that have Reading Clubs, for holding meetings with writers and people of relevance in the cultural field. These activities contribute to promoting the reading habit in the municipalities of the province and allow a richer approach to the interpretation of literary works. The subsidies will be used, in their entirety, to pay the fees of writers and other professionals. All supporting documents submitted must correspond to activities carried out from January 1, 2024, until the deadline for the justification. 2.- REQUIREMENTS OF THE BENEFICIARIES. All City Councils in the province of Teruel that have a municipal public library that, until the approval of Law 23/2001, of December 26, on Regionalization Measures, belonged to the provincial or regional protection network may benefit from this call. These libraries must also meet the following conditions: have a minimum opening hours to the public (6 hours a week, in the afternoon, starting at 4 p.m.), have provided throughout 2023 and have independent facilities to provide the service. Likewise, these libraries must have a Reading Club and, in 2023, they have had to hold at least 3 sessions with three different books. The list of titles and dates will be included in the Annex to the Application. 3.- REGULATORY BASES. The regulatory bases of this call are included in the General Ordinance for the granting of subsidies from the Provincial Council of Teruel and the Institute of Teruel Studies, published in Bopt no. 74, of April 17, 2019 - modified in bopt no. The amount planned for this program may rise to a maximum of: €15,000, which will be attributed to budget application 3321-46201 of the 2024 Budget, called “Reading with…” Program, the allocation of the corresponding amounts being conditional on the existence of sufficient credit therein. The available budget will be distributed equitably among all the City Councils included in this program. The minimum amount assigned to each City Council will be €250. If there is a surplus amount, it may be distributed among the locations that have held more than 3 sessions in 2023. An amount equal to or less than €500 may remain undistributed. The subsidy assigned to each City Council will always be a whole number. 5.- COMPATIBILITY. This program is compatible with other subsidies or aid awarded for similar purposes by any public or private Administration or Entity. The sum of these may reach 100% but, in no case, this sum may exceed the cost of the activity to be carried out. The subsidy to be granted by the Provincial Council of Teruel may reach up to 100% of the budget justified by the City Council. The beneficiary will have the obligation to notify the granting body of obtaining other subsidies or aid and a list of all the expenses and income corresponding to the subsidized activity, coming from any Administration or other public entities, must be included in the supporting documentation. or private. 6.- DEADLINE FOR SUBMISSION OF APPLICATIONS The deadline for submitting applications will be 20 business days, counting from the day following the publication of the call in the Official Gazette of the Province of Teruel.
