REGULATORY RULES OF THE CALL FOR SUBSIDIES DIRECTED TO ASSOCIATIONS AND NON-PROFIT ENTITIES IN THE REGION OF VALDEJALÓN, FOR ACTIVITIES TO PROMOTE AND PROMOTE CULTURE TO BE CARRIED OUT DURING THE FINANCIAL YEAR 2024. This call for subsidies is carried out on a competitive basis and corresponds to the Culture Subsidy Line, included within Art.9 CULTURE, of the Strategic Subsidy Plan for the period 2024-2027 published in BOPZ no. 65 dated March 20, 2024, and subsequent modifications, governed by the General Subsidies Ordinance of the Valdejalón Region, published in BOPZ no. 144 dated May 22, 2019 as long as it does not contradict the provisions of Law 38/2003, of November 17, General Subsidies; Royal Decree 887/2006, of July 21, which approves the Regulations of the General Law of Subsidies; Legislative Decree 2/2023, of May 3, which approves the Consolidated Text of the Aragon Subsidies Law, Law 7/1999, of April 2, of Local Administration of Aragon, and Decree 347/2002, of November 19, of the Government of Aragon, which approves the Regulation of Goods, Activities, Services and Works of the Entities Locals in Aragon. First. - Purpose and period of execution of the activity. Purpose: The purpose of the call is the granting of subsidies for the implementation of projects and activities that aim to promote and foster culture, in its broadest sense, by associations and non-profit entities with registered offices in one of the municipalities of the Region. It will be an essential condition that the program or activity subject to the subsidy is developed in one or some of the municipalities that make up the Valdejalón Region. Actions may be carried out outside the territory of the Region as long as they promote cultural values, as well as regional identity and the development of regional competence in the field of culture. Second. - Expenses incurred and actually paid between January 1 and November 27, 2024 may be subject to subsidy. Third. - Eligible expenses. Ordinary expenses necessary for the development of the activity or project that is the subject of the subsidy, such as carrying out projects and activities related to music, theater, image, plastic arts, traditional culture, publications, exchanges, festivals and competitions, participation in meetings, programs, performances or tests, as well as the promotion of projects and activities with cultural content. Likewise, the payrolls of the personnel who have actually carried out the project or activity may be subsidized, provided that a certificate issued by the secretary of the entity accrediting this point is included, as well as the percentage of the day dedicated to carrying out the activity. Transport will only be eligible for subsidies when the activity inherent to the nature of the subsidized entity (which must coincide with its corporate purpose) requires travel to carry out the subsidized activity, promoting cultural values, as well as regional identity. Prizes from contests may be included as eligible expenses, as long as they are paid by bank transfer or check and comply with the appropriate tax regulations. The beneficiary association of the subsidy will be responsible for compliance with tax regulations regarding prize payments, checks, etc. The following will be excluded: -Rentals of premises; transportation, subsistence or stay expenses related to purely recreational trips. To this end, in the event that the subsidized activity involves travel, only the amount of tickets to the cultural event and tourist guides will be eligible, but not transportation; bills for meals, snacks, drinks or similar; ordinary operating expenses not directly related to the subsidized project; cash prizes; telephone bills; fuels and the like. -Investment expenses of the entity (acquisition of goods subject to inventory regime such as furniture, sound, light, etc.) Fourth. - Amount of the subsidy and financing of the subsidized activities. 1. The total amount of the subsidy to be granted by the Valdejalón Region will not exceed 80% of the eligible program/activity, and the subsidy must be justified.
