BASIS BY WHICH AID IS REGULATED AND CALLED TO DYNAMIZE THE SOCIO-CULTURAL AND/OR ECONOMIC ACTIVITY OF THE RURAL NEIGHBORHOODS OF THE MUNICIPALITY OF ESKORIATZA. In order to promote coexistence and the economy in the rural neighborhoods of Eskoriatza, the City Council of Eskoriatza annually calls for subsidies for the organization of socio-cultural and/or economic activities that help the associations of residents of the town's parish churches to develop, or maintain, the rural life of Eskoriatza. The bases that will govern the 2024 call are the following. PREAMBLE1. Object.On December 21, 2023, the Strategic Subsidy Plan 2024-2027 of the Eskoriatza City Council was approved. This plan includes the strategic lines, the seventh of which is called "economic and social promotion". This line contains the program to promote rural areas. The object is to boost the socio-cultural and/or economic activity of the rural areas of the municipality. In this way, we want to promote the development and/or maintenance of rural life. GENERAL PROVISIONS2. Applicable regulations and regime. These subsidies will be governed by these bases and other regulations in force at the time of their granting, as well as by the legal relationship between the beneficiary entity and the granting entity. In matters not provided for in these bases, the following will apply: General Ordinance regulating the subsidy granting regime of the Eskoriatza City Council (Official Gazette of Gipuzkoa No. 85, of May 10, 2021). Law 39/2015, of October 1, of the Common Administrative Procedure of Public Administrations. Law 38/2003, of November 17, General of Subsidies (BOE 18-11- 2003) and General Regulation of Subsidies, approved by Royal Decree 887/2006, of July 21, in development thereof. Law 2/2016, of 7 April, of Local Institutions of Euskadi, and specifically its article 17.25, includes "Local economic and social development and local employment policies or plans" as the competence of the municipalities. Strategic Plan 2024-2027 of subsidies from the Eskoriatza City Council (BOG 42, of February 28, 2024). Law 1/2016 on Comprehensive Addiction Care and Drug addiction. Article 23 of the consolidated text of the Law for the Equality of Women and Men and for a Life Free of Sexist Violence against Women, approved by Legislative Decree 1/2023, of March 16.3. Competent body. The competent body for the approval of these bases is the mayor (in accordance with the provisions of article 22.2.e of Law 7/1985, of April 2, regulating the Bases of the Local Regime).4. Budget credit. The budget allocation will be eight thousand (8,000.00) euros and will be financed from budget item 0100.481.454.00.01. The total amount of aid to be granted will not exceed the indicated allocation.5. Beneficiary entities. Associations made up exclusively of residents of parish churches and/or rural neighborhoods that, not having a profit motive, have their headquarters and framework of action in the rural area of the municipality of Eskoriatza, may apply for the financial aid contemplated in these bases. Associations formed by the grouping of two or more associations that exclusively integrate residents of the parish churches or rural neighborhoods of the municipality of Eskoriatza may also apply for such aid. Individuals considered individually may not apply for a subsidy.6. Requirements to be a beneficiary entity. Beneficiary entities must meet the following requirements: 1.- Have their headquarters and framework of action in the rural area of the municipality of Eskoriatza. 2.- Be non-profit and whose purposes include promoting improvements, coexistence and the socio-cultural development of the neighborhood church. 3.- Be legally registered in the Basque Government Registry. 4.- Be up to date with their tax and Security obligations. Social.5.- Not being subject to any of the disqualification circumstances referred to in article 13 of Law 38/2003, General Subsidies.7. Eligible expenses, amount of aid, and limit. For the purposes of this call, the following will be considered eligible: Expenses generated by the organization of socio-cultural activities in the church or neighborhood and that serve to foster neighborhood relations: associated with the aforementioned activities.
