AGA/619/2024 of June 5, which calls for subsidies for investments in the transformation, marketing and development of agricultural products (agri-food industries), within the framework of PEPAC for the period 2023-2027 for the year 2025

Official description of the call

First.- Beneficiaries. According to article 7 of Order AGA/293/2024, of March 22, on regulatory bases, beneficiaries may be natural persons, legal entities or their groups, owners of agri-food industries located in the territory of the Autonomous Community, and ultimately responsible for the financing of investments and eligible expenses that transform, market or develop: Agricultural products listed in Annex I of the TFEU and cotton, with the exception of of fishing, even when the product resulting from those is not included in the list in the annex. Food products other than agricultural products in Annex I of the TFEU as long as the investment is carried out by the beneficiary in rural areas. If the subsidized activities have as their object a product not listed in Annex I of the TFEU, only those subjects who, additionally and cumulatively, in accordance with article 17 of Regulation (EU) 651/2014, have the status of SME, will be beneficiaries of the subsidy. Second.- Object. This order aims to call for subsidies for actions that, in the field of the transformation and marketing of agricultural products, tend to improve performance and economic development, promote quality products, promote innovation, internationalization, digitalization, marketing, are respectful of: the environment, occupational safety, hygiene and animal welfare and, in turn, improve the ratios of social, economic and environmental sustainability for the year 2025 in the Autonomous Community of Aragon, covered by intervention 6842.2, “Aid for investments in the transformation, marketing and/or development of agri-food products” of the National Strategic Plan of the Common Agricultural Policy 2023-2027. Third.- Regulatory bases. ORDER AGA/293/2024, of March 22, which approves the regulatory bases for subsidies for investments in the transformation, marketing and development of agricultural products (agri-food industries) within the framework of the Strategic Plan of the Common Agricultural Policy for the period 2023-2027. Fourth.- Amount of the subsidy. The maximum total amount estimated for this call is 13,333,362.93 euros. This amount will be distributed in a maximum of three annual payments, the temporary distribution of which is processed in accordance with article 41 of Legislative Decree 1/2000, of June 29, which approves the consolidated text of the Finance Law of the Autonomous Community of Aragon. The financing of the subsidies will be carried out, 43% from budget application 14070 G/7121/770012/12204 (European Agricultural Fund for Rural Development (EAFRD)), and 57% from applications 14070 G/7121/770012/91001 (Autonomous Community) and 14070 G/7121/770012/34066 (General State Administration). The procedure for granting the subsidies referred to in this order will be processed under the ordinary competitive competition regime regulated in article 16.2 of the consolidated text of the Aragon Subsidies Law and always in accordance with the principles of publicity, objectivity, transparency, equality and non-discrimination. To calculate the amount of the processing subsidy for agricultural products listed in Annex I of the TFEU and food products, the following percentages will apply: a) 10% of the investment for all projects that meet the eligibility and minimum score requirements established in the assessment criteria regardless of the type of company that requests the aid, whether it is an SME or a company that does not have the status of SME. b) An additional 10% for projects promoted by an SME. c) An additional 5% for small companies whose project has the alternative purpose of significantly increasing their productive capacity, increasing turnover or increasing employment. d) An additional 20% for cooperatives that present promoted projects or that benefit at least two cooperatives. To calculate the amount of the subsidy for an action that results in a product not listed in Annex I of the TFEU in the case of subjects that, additionally and cumulatively, in accordance with article 17 of Regulation (EU) 651/2014, have the status of SME, the following percentages will apply: a) 20% of the eligible costs in the case of small companies b) 10%
