Official description of the call
DECREE.- Considering the ruling of the Delegate Council dated May 20, 2024 on the initiation of the file for an extraordinary call for subsidies, under a competitive concurrence regime, in matters of social action, to families with limited economic resources, to promote the schooling of children under 3 years of age in the municipality's first cycle early childhood education centers for the 2023/2024 academic year. Seen in the file, the report issued by municipal social services dated May 17, 2024 Taking into account the Proposed Resolution dated June 3, 2023 for approval of the Extraordinary Call for subsidies in the field of social action to families with limited economic resources to promote the schooling of children under 3 years of age in the municipality's first cycle early childhood education centers for the 2023/2024 academic year. Verified that the Secretariat and Intervention reports appear in the file. Considering the provisions of article 23 of Law 38/2003, of November 17, General Subsidies, in its wording given by Law 15/2014, of September 16, on rationalization of the Public Sector and other administrative reform measures -LRSP-, according to which, the ex officio initiation of the subsidy file will be carried out through a call approved by the competent body. Considering that, without prejudice to what is established in the regulatory bases of the municipal subsidies provided for in base no. 26 of the general budget for the current year, under the protection of article 23.2.a) of the LGS, the possibility is foreseen that the call itself may include, due to its specificity, the regulatory bases of the aid, as is the present case ("The call will necessarily have the following content: a) Indication of the provision that establishes, where appropriate, the regulatory bases and the official journal in which it is published, unless due to their specificity they are included in the call itself.") Considering the competence of this Mayor's Office, the granting of local subsidies, in accordance with the residual clause of article 21.1.s) Law 7/1985, of April 2, regulating the Bases of the Local Regime, I come to adopt the following RESOLUTION: 1.- Approve the Extraordinary Call for the granting of the subsidies for social action and competitive participation, to families with limited economic resources, to promote the schooling of children under 3 years of age in the municipality's first cycle early childhood education centers for the 2023/2024 academic year, according to the following description provided for in art. 23 of the LGS, and in accordance with the specific regulatory bases developed in this Decree: a) Provisions of the call: Those provided for in the attached document (regulatory bases) and published in the BOP on the same day of the call. b) Budget credits: up to a maximum amount of 10,600.00 euros charged to item 2310.480.04. c) Objective, conditions and purpose: Aid to disadvantaged families in the municipality, with the purpose and objectives of promoting the schooling of their children under 3 years of age, to promote the development of personal autonomy, acquisition of skills, attitudes and aptitudes that make it easier for them to face the development of their lives in a healthy way, as well as the reconciliation of family and work life. d) Procedure: Competitive competition. e) Requirements to request the subsidy and way of accrediting them: those provided for in base 5 of the regulatory bases. f) Indication of competent bodies: those provided for in base 6 of the regulatory bases. g) Deadline for submitting applications: for 10 business days from the day following the publication of the announcement of the call in the Official Gazette of the Province. h) Notification and resolution period: provided for in base 9 of the regulatory bases. i) Documents accompanying the request: provided for in base 7 of the regulatory bases. j) Possibility of reformulation: not foreseen. k) The Resolution puts an end to the administrative route: An appeal for reconsideration is possible before the Mayor's Office. l) Criteria for evaluating applications: provided for in base 8. m) Means of notification: provided for in base 9. 2.- Publish the call and its specific bases in the Official Gazette of the Province of Huelva, in ta
