Aid is called for projects under the Participatory Local Development Strategies (hereinafter, EDLP) of the Local Action Groups of the Andalusian Fishing and Aquaculture Sector (hereinafter, GALPA). Persons and beneficiary entities, applicants and beneficiaries. The following entities may be beneficiaries of aid for projects under the GALPA EDLP: a) Natural or legal persons. b) Non-profit entities, provided that they have among their purposes included in their statutes some of the objectives contemplated in article 4.1. c) Fishermen's guilds, their federations and other public entities. d) The municipalities included in the territorial scope of each GALPA. The GALPA may be beneficiary entities and execute operations in accordance with their EDLP as long as the principle of separation of functions is respected. Third. Object Under the specific objective 3.1 of the Program for Spain of the European Maritime, Fisheries and Aquaculture Fund "Contribute to enabling a sustainable blue economy in coastal, island and inland areas, and to promoting the development of fishing and aquaculture communities", regulated in article 30 of Regulation (EU) 2021/1139 of the European Parliament and of the Council, of July 7, 2021, by the that the European Maritime, Fisheries and Aquaculture Fund (hereinafter, EMFAF) is established, the purpose of this order is to convene the procedure for granting aid to projects covered by the EDLP of the GALPA. Room. Financing, intensity and applicable regime. 1. The amount of the subsidy will be the result of applying a maximum aid intensity percentage to the total eligible expense of the operation. 2. In general, the maximum intensity of the aid will be 50% of the total eligible expenditure of the operation. However, said intensity may vary depending on the category of the eligible operation in accordance with the following specific percentages: a) The maximum percentage of aid intensity may reach 100%, in the case of operations related to artisanal coastal fishing. b) The maximum percentage of aid intensity may reach 100%, in the case of operations that meet at least one of the following criteria: 1. Be of collective interest; 2. Have a collective beneficiary; 3. Present innovative features, where appropriate, at the local level, and guarantee public access to their results. For the application of this maximum percentage of intensity, the person or entity requesting aid must provide, along with the application, a report that justifies the application of the requirement or requirements to which the eligible operation contributes in order to reach 100% aid intensity. 3. Under the aid for projects under the EDLP, operations financed by other specific objectives of the FEMPA Program for Spain may be eligible, with the exception of those of a compensatory nature, provided that they are included in the EDLP and their management and impact at the local level is clearly justified.
