Official description of the call

First. Beneficiaries: Communities of irrigators and other irrigation entities based in the province of Alicante, legally constituted and attached to the corresponding Basin Organization, in accordance with articles 81 and 82 of Royal Legislative Decree 1/2001, of July 20, which approves the Revised Text of the Water Law, which have established as their object the use of water for irrigation, and must fulfill their purpose in the territory of Alicante. the Province of Alicante, whose applications would have been rejected because the budgetary credit necessary for its granting had been exhausted in the extraordinary call that, for this same purpose, was approved in 2023. Second. Purpose: Granting of non-monetary subsidies in favor of irrigation entities in the province of Alicante to meet those requests that have already been submitted to the "Extraordinary call for the granting in the financial year 2023 of subsidies in favor of irrigation entities in the province of Alicante for the construction and improvement of infrastructures and hydraulic installations and other investments that increase the efficiency of the use of water in irrigation, to be executed by the Provincial Council of Alicante", approved by the Provincial Plenary Session in an ordinary session held on July 6, 2023 and whose Bases were published in the Official Gazette of the Province of Alicante number 133, of the following July 12, and would have been rejected because the budgetary credit necessary for its granting had been exhausted. The contracting of the works will comply with the provisions of Law 9/2017, of November 8, on Public Sector Contracts. Consequently, the activity subject to the subsidy refers to the first establishment, renovation or major repair of hydraulic infrastructures and installations, and other investments to optimize efficiency, management and control in the use of water for irrigation. Simple repair, conservation, maintenance and restoration works defined in article 232.1 sections b) and c) of Law 9/2017, of November 8, on Public Sector Contracts, may not be subject to subsidy under this call. Excluded from this call are works that involve the raising or covering of infrastructures that fulfill the function of drainage and that prevent the drainage of agricultural areas at risk of flooding, and do not comply with the provisions of articles 21.6 and 25.2 of the Territorial Action Plan on Flood Risk Prevention in the Valencian Community (PATRICOVA), approved by Decree 201/2015, of 29 October, from the Consell. Nor will subsidization, in general, be made for works to collect groundwater for use in irrigation, such as drilling wells. However, collection works are included when the reuse of water from regenerated water from wastewater treatment plants is not possible. No more than one request for each Entity may be attended to or, therefore, subsidized. In addition to the costs of carrying out hydraulic works and installations, the following will be eligible for subsidy under this call: a) Although the projects must be contributed by the applicants, in the case of particularly complex actions related to the collection or rehabilitation of groundwater collections and automation and control of infrastructure or water resources, the projects may be drafted by the Provincial Council. In this case, the Provincial Entity will fully subsidize the technical assistance inherent to them; as project writing fees; drafting fees for the Health and Safety Study, the cost of environmental impact studies, topography and geotechnics, delineation, structural calculations, as well as drafting fees for water concession projects. Likewise, in those cases in which the project presented by the irrigation entity does not comply with the requirements of the Provincial Council regarding the Health and Safety Study, it will assume the cost of said study. The supervision of the project presented by the Irrigation Entity will correspond to the Water Cycle technicians. b) The Excma.
