Official description of the call

First.- Beneficiaries. Legally constituted essentially cultural entities that are registered with the Carballo City Council may apply for these subsidies as long as they also meet the following requirements: Develop a program of cultural activities aimed mainly at the residents of Carballo. Lack of profit purposes and that the activities do not pursue profit purposes. That the scope of action is the municipal area of ​​Carballo. That they have their headquarters in the municipality and carry out their cultural activities regularly there. Not having to justify any subsidy or financial aid with the City Council corresponding to the previous year. Have a minimum number of 25 members on the date of submission of the application. Second.-Object. Collaborate with the cultural associations of the municipality of Carballo in carrying out the 2023 annual program of cultural activities, as well as contributing to the maintenance and management of the entity and its social premises. Third.- Regulatory Bases. The publication of the regulatory bases has been carried out in the Official Gazette of the Province of La Coruña no. 141, dated July 23, 2024. Fourth.- Eligible actions. The aid may be used for the organization and implementation of the program of cultural activities, as well as for the maintenance or management of the association or its social premises between January 1 and December 31, 2023, and for the implementation of the 2023 Three Kings Parade. If the publication of books, magazines or publications is included within the program of cultural activities (except for brochures or other materials aimed solely at disseminating the activities), their cultural nature must be accredited and a copy provided. If said publication is not edited, the objectives, content, planned index and a draft of the same will be specified, if it exists. The general maintenance and management expenses of the association and its social premises (insurance, rental of premises, electricity, water, cleaning, personnel hired for customer service or general management, telephone, internet, website, financial expenses of commissions for maintenance of accounts and bank transfers, etc.) will be admitted up to a maximum of 30% of the eligible expenses in cultural activities of the program submitted to this call. They will not be eligible expenses and, therefore, amounts that exceed said percentage will not be taken into account. Expenses on food and drink and protocol expenses may represent a maximum of 20% of the cultural expenses of the program submitted to the call. They will not be eligible for subsidies and, therefore, amounts that exceed said percentage will not be taken into account. If the program includes activities or actions of a non-cultural nature and these have a weight in it that is considered significant, these will not be taken into account and will not be considered eligible expenses. Significant weight with respect to the overall program will be understood when the number of non-cultural activities or the budget dedicated to these non-cultural activities or actions is greater than 20% or if the number of participants in non-cultural activities is greater than 20% of the total participants in the general program. If the applicant includes in the report of activities or in its budget, activities or amounts that do not comply with the specifications on maintenance, protocol expenses and activities of a non-cultural nature, the application, or its expenses and income budget and the amount requested, will be corrected ex officio. Excluded from this call are investments and investment or infrastructure works, popular festivals and non-cultural trips. Activities already financed by the Carballo City Council cannot be included. Fifth.- The amount The minimum amount of the subsidy will be €250 and the maximum will be €5,000, plus the amount corresponding to the expenses of carrying out the Three Kings Parade, if applicable. If the amount requested or that would correspond to applying the concession regime is less than €250, no subsidy will be granted, nor will it be granted if the entity's expense budget does not reach €358. The amount of the subsidy request may not exceed 70% of the p's expense budget.
