Official description of the call
Article 1 Beneficiaries. Requirements to apply for the subsidy and how to accredit them. People with a recognized degree of disability and, due to their assimilation, those over 70 years of age, who reside in the municipality of Logroño and are registered in the home in which the works are going to be carried out, as well as their cohabitants, will be able to access financial aid to improve universal accessibility inside homes. The scope of application is works to improve universal accessibility and functional adaptation inside homes, taking into account the level of functional limitation presented by home users, ensuring that they are aimed at improving the quality of life of this group in the urban environment in which they carry out their daily activities and determine the budget limit for their application. The subsidy application will be submitted on the formalized form, prepared for this purpose, Model ADV, duly completed, specifying the actions to be carried out and scope of action. The documentation to be provided along with the application will be that listed in article 9 of this Call. The submission of applications may be made in any of the registries indicated in article 16.4 of Law 39/2015, of October 1, on Common Administrative Procedure of Public Administrations. However, the subjects referred to in article 14.2 of the aforementioned Law 39/2015 must submit their application in the Electronic Registry of the Logroño City Council, https://sedeelectronica.logrono.es/instancia or in the remaining electronic records of the State Administration, the Administrations of the Autonomous Communities, the Entities that make up the Local Administration or any organizations referred to in article 2.2 of the cited Law 39/2015. Article 2 Object, conditions and purpose This line of subsidy is intended for works aimed at the local adaptation of part of the building, intended for residential use, to improve universal accessibility inside it. In order to guarantee a minimum of coherence, the works carried out on the properties subject to this aid must comply with what is determined in the Municipal Regulations and the basic requirements of the Technical Building Code, CTE. At their discretion, and depending on the nature of the works or any other aspect, the municipal technicians of the Office of Urban Regeneration and Housing may carry out an inspection of the place where the execution of the work is planned, checking both the coherence and the need for the action, as well as its correct completion. The financial aid for the accessibility works will consist of non-refundable subsidies whose amount will be calculated by applying a percentage to the protectable budget of the works, leaving aside its application on the amounts corresponding to the value added tax on the cost of the works (VAT) and any other fee to be paid to public entities and organizations for concepts related to the works carried out (licenses, fords, etc.). The inclusion of the value added tax as a protectable budget will be permitted in those cases in which this tax is not susceptible to recovery or compensation by the beneficiary. The protectable budget for the works will include: the costs referring to the entire civil works linked exclusively to the planned adaptation works (masonry, plumbing, electricity, etc.), and those corresponding to the installation of electromechanical devices, equipment and special devices installed that become elements of the home and whose characteristics allow them to be considered an integral part of the property, provided that their justification comes from being a basic and essential need demanded by the characteristics of the applicant. The general percentage in calculating aid will be 50% of the protectable budget. The maximum amount of aid for the works will be €8,000 per developer and home in each budgetary year. Article 3 Regulatory Bases. The Regulatory Bases for the “Granting of subsidies for works to adapt universal accessibility inside homes in the city of Logroño” will apply to this call.
