Official description of the call
First. Object .- Concession by the Madrid City Council, through the General Coordination of the Mayor's Office, of subsidies to be granted in the 2025 and 2025 annual years, aimed at the promotion and distribution of feature films, under a competitive competition regime. In accordance with the provisions of article 18 bis.2 of the Ordinance of Regulatory Bases for the granting of subsidies by the Madrid City Council and its Public Bodies, of October 30, 2013, these bases will regulate both the ordinary call corresponding to the year 2025 and the early call for the 2026 annuity. Second. Line of aid and time frame.-The call establishes in its second basis that the procedure for granting these subsidies will be carried out in each of the annuities through an open call with two successive selection procedures each year, in accordance with the provisions of article 23 OBRGS and article 59 of Royal Decree 887/2006, of July 21, which approves the Regulation of Law 38/2003, of 17 November, General Subsidies. The first will take place between January 15 and July 15 and the second between June 15 and December 15 of the corresponding year and will be subject to the same assessment criteria. Eligible will be, in each of the selection periods, the national and international promotion and distribution of fiction or documentary, live action and/or animated feature films whose commercial release is between the date of submission of their application and 7 months after said date and which, as of the date of publication of the call in the BOAM, are in a position to present the completed feature film or a "work in progress". Foreign feature films from European or Latin American countries will be admitted, in which case the work must be less than two years old from its commercial release in its country of origin to the date of commercial release of the film in Spain. For the purposes of this call, the commercial release date of a film in Spain will be understood as the date of the first film session that generates box office revenue once qualified, or the date of the first broadcast by a television operator or made available in Spain in the catalog of an online platform. The equivalent content of this paragraph referring to said country will be considered a commercial release of a feature film in its country of origin. Third. Beneficiaries and requirements .- As established in the fourth basis of the call, the following may be beneficiaries: 1. Natural or legal persons with Spanish nationality or from any member state of the European Union who have their tax residence in the Community of Madrid with a minimum seniority of one year as of the date of publication of this call in the Official Gazette of the Community of Madrid. If the requesting company is an Economic Interest Grouping (AIE), said minimum seniority may be provided by the majority company, and in the event that there are several majority companies, at least by one of them. In this case, the audiovisual work for which aid is requested does not necessarily have to be filmed or its content related to the city of Madrid, but rather the connection with the city of Madrid, the contribution to the economic development of the city, will be considered sufficient. 2. Natural or legal persons with Spanish nationality or from any member state of the European Union who do not meet the requirement of their tax residence in the Community of Madrid in the previous section (minimum seniority of one year) or who do not have their tax residence in the Community of Madrid, in which case, the audiovisual work for which aid is requested must necessarily be linked to the city of Madrid, which will be given by compliance with at least three points of those listed in the fourth base, section b) The requirements that applicants must comply with to be beneficiaries of the subsidy are established in the fourth base for both cases.
