CHICLANA DE LA FRONTERA CITY COUNCIL. YOUTH Extract from the agreement of FEBRUARY 6, 2025 of the Local Government Board of the Hon. City Council of Chiclana through which the call for subsidies under a competitive competition regime in youth matters for the year 2025 was approved in accordance with the provisions of the General Subsidies Ordinance of the City Council of Chiclana de la Fra., published in the BOP Cádiz No. 162 of August 26, 2019. undoubtedly responds to the nature of the subsidized activity, is strictly necessary and is carried out during the financial year 2025. The period for which the subsidy is granted covers the expenses of the financial year from January to December, both inclusive, of the year 2025. 2.-REQUIREMENTS TO REQUEST THE SUBSIDY AND WAYS TO ACCREDIT THEM Youth Associations with their own legal personality may be beneficiaries that, in addition to meeting the requirements general provisions established in the General Subsidies Ordinance of this Excellency. City Council and what is established in article 13 of Law 38/2003 of November 17, General of Subsidies, meet the following: a) Associations or youth groups must be legally constituted. b) They must be registered in the Municipal Registry of Associations of the City Council at the time of publication of this call in the B.O.P. c) They must have presented justification for the subsidies granted the previous year when the deadline for submitting them has ended, and the approval for them has been expressed favorably by the Local Government Board. 3.- RIGHT AND OBLIGATION TO RELATE ELECTRONICALLY WITH THE ADMIN. PUBLIC Based on art 14.2 of Law 39/2015 on Common Administrative Procedure of Public Administrations, Youth Associations with their own legal personality that may be beneficiaries are obliged to interact through electronic means with Public Administrations to carry out any procedure of an administrative procedure. 4.-OBLIGATIONS OF THE BENEFICIARIES The applicants, in addition to the obligations established in article 14 of Law 38/2003, November 17, General of Subsidies, must comply with the following: • Give their consent to access the information of the BDNS, as long as they are not sanctioned or disqualified. • Accept the rules established in these bases, as well as the instructions issued by the Youth Area. • Expressly collect the collaboration of the Chiclana de la Frontera City Council, Youth Delegation, in all dissemination and publicity actions for the activity. Include the City Council logo in a prominent place in all graphic advertising published by the entity. • Have a local scope and propose projects or activities to be developed in Chiclana de la Frontera. • Lack of profit motive. 5.- RECEPTION AND INITIAL EVALUATION OF APPLICATIONS AND PROJECTS 1.- The organization and instruction (reception and analysis of the documentation presented to guarantee that the applicants can have the status of beneficiaries) of the grant granting procedure corresponds to the Youth Delegate. To this end, the body competent for the investigation will carry out ex officio whatever actions it deems necessary for the determination, knowledge and verification of the data by virtue of which the proposed resolution must be formulated. 2.- Once the applications have been evaluated, a Commission chaired by the Councilor to whom the instruction corresponds or another member of the Corporation to whom he delegates, and made up of the Head of the corresponding Services, and a member, all of them public employees of the City Council, must issue a report specifying the result of the evaluation carried out. 3.- The investigating body, in view of the file and the report of the Assessment Commission, following a limited audit report of the Intervention, will formulate a proposed resolution, duly motivated, which must be notified to the interested parties in the manner established in the Call in accordance with the provisions of Law 39/2015 of October 1 of the Common Administrative Procedure of Public Administrations, granting in the same a period of ten days to present allegations.
