Official description of the call
First.- Beneficiaries Under the terms of article 5 of the Regulatory Bases for Social Emergency Aid (Official Gazette of the Province of Santa Cruz de Tenerife No. 122, of October 10, 2016), persons who meet the following requirements may be beneficiaries of the financial aid established in these Bases: a) Have Spanish nationality or belong to any of the member states of the European Union, as well as persons refugees, asylees, stateless persons and resident or transient foreigners in the terms provided for in Article 3 of Law 9/87, of April 28, on Social Services. b) Be registered and effectively reside in the municipality of Arona, for at least a period of 6 months immediately prior to the date of the application. Compliance with the registration condition of the applicant will be sufficient proof of effective residence in the Municipality, unless other documents or reports held by the Administration reliably prove otherwise. c) Economic requirement: For the cohabitation unit to comply with the requirement of a deficient economic situation, it must have an income threshold equal to or lower than that resulting from applying the following scale: 1.- The income threshold for an adult over 18 years of age is equivalent to 1.0 of the IPREM. 2.- For each additional adult person, 0.5 of the IPREM will be added and for each minor person, 0.3. 3.- An additional 0.3 will be added for each member who has a recognized disability equal to or greater than 33%. The Public Multiple Effect Income Indicator (IPREM) in force at all times will be taken as a reference. The income taken as a reference is the average of the three months prior to the aid application. d) Beneficiaries, in accordance with article 13.2 letter e) of Law 38/2003, of November 17, General Subsidies, given the nature of the subsidy, will be exempt from the requirement of being up to date in compliance with tax or Social Security obligations imposed by current provisions. Second.- Object and purpose. Establish the general conditions for the granting of social emergency financial aid by the Hon. Arona City Council through the Board of Social Services, when circumstances arise that make it advisable, and in general support those people and families who lack financial resources to meet basic needs. As well as avoiding the physical, psychological and social consequences that the lack of sufficient economic resources causes and that affect the normal development of people in society. The financial aid regulated in these bases must be used only for the purpose for which it was granted. Their purpose is to address situations of risk of social exclusion that affect people or families who are in situations of need in which they are deprived of primary and essential means of life, and thus provide them with basic and urgent care at the time they occur. The Social Emergency Aid is intended to cover a type of need or situation that, while not being decisive for the subsistence of the applicant and his or her family, may alter their socio-economic stability. These aids are personal, finalist, specific and non-transferable. In cases of manifest inability of the applicant (disability, minority, dementia or disorder, some type of disability, etc.), the receipt and management of the aid will be carried out by the guardian or legal representative. Third.- Regulatory bases. The regulatory bases of this Call are published in the Official Gazette of the Province No. 122 of October 10, 2016. Fourth.- Amount. Charged to budget item 231.48001 Social Emergency aid subsidy, in the amount of €1,100,000. Fifth.- Application submission deadline. The deadline for submitting applications will be every day of the year 2025.
