By Decree of the Delegate Department of Social Welfare number 2025/690, dated March 11, 2025, the agreement was adopted to approve the Call for Social Housing Emergency Aid within the scope of the Social Housing Emergency Subsidy for the municipalities of Tenerife in the Area of Social Action, Inclusion, Volunteering and Citizen Participation of the Island Council of Tenerife. "First. Beneficiaries: 1.- Beneficiaries of social housing emergency aid may be those people who, meeting the requirements set forth in the Ordinance regulating the Economic Benefits of Social Services () and in this call, require a housing solution who, according to the assessment of municipal social services, are in a situation of social exclusion or risk of suffering from it and/or are affected by any of the situations included in the Ethos Scale (European Typology on Homelessness and Housing Exclusion). For these purposes, the following definitions from Law 16/2019, of May 2, on Social Services of the Canary Islands and the aforementioned Ethos Scale created by the European Federation of National Organizations that work with Homeless People (hereinafter FEANTSA) are taken as reference: • Situation of social exclusion: situation of loss of inclusion of people in society as a whole, which includes not only the lack of economic income and its distancing from the labor market, but also a weakening of social ties, a decrease in social participation and a loss of social rights. • People at risk of social exclusion: those who are in a situation of vulnerability or social fragility that can lead to situations of exclusion in the event of any alteration in already weakened integration mechanisms, such as income, employment, family, education or health, among others. • Ethos Scale: FEANTSA created the typology in 2005. ETHOS in which 13 categories related to homelessness and housing problems are collected. These categories are the following: A. HOMELESS: 1. Living in a public space (without a home). 2. Staying overnight in a shelter and/or forced to spend the rest of the day in a public space. 5. Living in temporary accommodation reserved for immigrants and asylum seekers 6. Living in institutions: prisons, social health care centers, hospitals without having anywhere to go, etc. 7. Living in supportive accommodation without a rental contract (residential care for homeless people, assisted housing, etc.). without a rental contract, etc.). 9.
