Official description of the call
1. Regulatory Bases These subsidies will be governed by what is established in this call. Where applicable, in the budget execution bases, in Law 38/2003, of November 17, General Subsidies; in the General Regulations of the Subsidies Law approved by Royal Decree 886/2006, of July 21; in Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations; in Royal Decree 130/2019, of March 8, which regulates the National Subsidies Database and the advertising of subsidies and other public aid, in the Strategic Subsidy Plan 2025 of the Catllar City Council, and in the remaining administrative law rules that may be applicable, and failing that, the private law rules. The regulatory bases for the granting of these subsidies are approved by the Plenary Session of the corporation in session on June 11, 2020 and published in the Official Gazette of the province of Tarragona on July 16, 2020. These were subsequently modified and the final approval of the modification is published in the BOPT dated September 2, 2021. The procedure for the granting of these subsidies will be on a non-competitive basis. 2. Budget Credits The budget credit to which the subsidy is allocated is 231/48001, and the maximum total amount of the subsidy called is €8,000.00. 3. Object, Conditions and Purpose of the Grant of the Subsidy Acting within its municipal powers, in accordance with article 25.2, of Law 7/1985, of April 2, Regulatory Law of the Bases of Local Regime and article 66.3, of Legislative Decree 2/2003, of April 28, which approves the consolidated Text of the Municipal Law and the local regime of Catalonia, the purpose of the subsidy is to grant individual aid during the current year for the maintenance of people registered or residing in the municipality of Catllar with socioeconomic needs. The granting of the aid contemplated in this call will be subject to the principles of publicity, transparency, competition, objectivity, equality and non-discrimination, as well as effectiveness in meeting objectives and efficiency in the allocation and use of public resources. 4. Requirements to apply for the Subsidy and how to accredit it 1.- Be registered or be a resident in the municipality. In the case of families, this requirement must be met by at least 50% of the family unit. The composition of the family unit will be accredited through the family book. The registration will be verified by consulting the municipal registry by the service that manages the file. Residence will be verified through the relevant verification by the service that manages the file. 2.- Neither the applicant nor, where applicable, any of the members of the family unit may have debts contracted with the city council for any reason. Debts contracted with the city council or any public administration and related to the same financial year in which food aid is requested will not be taken into account for these purposes if the taxpayer establishes a payment or deferral plan with the entity that has been assigned management and collection powers. However, the granting of aid will be valued in other circumstances, when duly reasoned and motivated, its granting is considered necessary, in accordance with the reports from the social services. 3.- The applicant will have to be in the social care process by the municipality's primary social care team. 4.- Economic requirements: the income of the family unit or the cohabitation unit does not have to exceed the amount of the value of the sufficiency income indicator of Catalonia, established by Law 13/2006, of July 27, on social benefits of an economic nature, in accordance with the following table: Name of members of the family unit Monthly income of the family unit 1 IRSC multiplicat per 1.00 2 IRSC multiplicat per 1.30 3 IRSC multiplicat per 1.60 4 IRSC multiplicat per 1.90 5 IRSC multiplicat per 2.20 6 IRSC multiplicat per 2.50 7 IRSC multiplicat per 2.80 8 IRSC multiplicat per 3.10 9 IRSC multiplicat per 3.40 10 IRSC multiplicat per 3.70 sufficiency income indicator of Catalonia for the year 2023 is 61
