Official description of the call
First.— Beneficiary entities: 1. The following entities may be beneficiaries of the subsidies that are called by means of this order: a) Aragonese local entities and their linked and dependent public organizations, as well as the other entities that make up their institutional public sector. b) Public law entities, companies and public companies dependent on or linked to the Administration of the Autonomous Community of Aragon. c) The Aragonese Universities. d) Associations, foundations and other non-profit entities and institutions with scope of action in the Autonomous Community of Aragon, provided that they are legally constituted in accordance with their specific regulatory regulations, have legal personality and full capacity to act and are registered in the corresponding public registry for at least one year immediately prior to the date of application for the subsidies. Special employment centers and insertion companies that are classified as such in the corresponding administrative records are expressly excluded from the aid established in this order, regardless of whether said classification includes their status as a non-profit entity. Second.—Object. The purpose of these subsidies is to encourage the hiring of the aforementioned young people as long as the contracts have a minimum duration of six months and contemplate a working day of at least 50% of a full-time day according to the reference collective agreement. Third.—Regulatory Bases. The regulatory bases of this call are included in Order EPE/38/2023, of January 20, which approves the “JOVEM Program” and establishes its regulatory bases for the granting of subsidies to be granted by the Aragonese Institute of Employment to promote the hiring of young unemployed people registered in the National Youth Guarantee System in collaboration with local entities, public entities, universities and non-profit entities, within the framework of the Program. These subsidies are included within the ESF+ Aragón 2021-2027 Program and, therefore, are financed 60% by the Government of Aragon's own funds and 40% by the European Social Fund Plus, in accordance with the provisions of articles 108.2 c) and 112.3 e) of the RDC. 2. The 2024 budget of the Autonomous Community of Aragon extended for the year 2025, in accordance with the provisions of ORDER HAP/1608/2024, of December 26, which determines the conditions to which the extension of the Budget of the Autonomous Community of Aragon for 2024 must comply, until the approval of the Budget Law for 2025, includes in the expense budget of the Aragonese Employment Institute for said year sufficient and appropriate financial allocation to finance the Program for hiring young people enrolled in the National Youth Guarantee System. 3. The total amount of the credit assigned to this call initially amounts to two million five hundred thousand euros (2,500,000 euros) and the corresponding subsidies will be financed from the credits provided for in the Expenditure Budget of the Aragonese Employment Institute corresponding to the year 2024, currently extended to 2025, which are listed below: Budget Application Description Credit G/51016/ 3221/ 440156/ 11202 Youth Hiring.
