Edict The first vice president and executive advisor of Culture and Heritage adopted the following resolution on April 10, 2025: «Resolution approving the 2025 call for subsidies for non-profit entities for publishing books, phonograms and audiovisuals Facts 1. A supporting report has been issued on the processing of the 2025 call for subsidies for non-profit entities for publishing books, phonograms and audiovisuals. 2. The reference file contains a favorable report from the insular director of Finance and Budgets, on the anticipated expenditure corresponding to this file and shows compliance with the requirements provided for in base 34.9 of the execution of the 2025 budget. All of this in relation to the anticipated expenditure and for an amount of €30,000.00, charged to 20.33450.48902 of the 2026 financial year, to be able to process this call for subsidies. 3. On April 2, 2025, the Delegate Intervention of the Misericordia Center has favorably audited the file. Legal foundations 1. The General Subsidies Ordinance of the Council of Mallorca. 2. Legislative decree 2/2005, of December 28, which approves the consolidated text of the Subsidies Law. 3. Law 38/2003, of November 17, general on subsidies and Royal Decree 887/2006, of July 21, which approves the regulations of Law 38/2003 general on subsidies. 4. Law 39/2015, of October 1, on the common administrative procedure of public administrations. and Law 40/2015, of October 1, on the legal regime of the public sector. 5. Law 4/2022, of June 8, on island councils. 6. The Organic Regulations of the Council of Mallorca, the Decree of organization of the Council of Mallorca and the Bases for the execution of the budget of the Council of Mallorca for the year 2025. 7. The Executive Council of November 16, 2022 (BOIB no. 153, of November 24, 2022) agreed on the delegation of the executive director competent for the matter, among others, the approval of calls for aid and substantial subsidies. The Executive Council, on March 2, 2023 (BOIB no. 30 of March 9, 2023), repealed the aforementioned Agreement, delegating to the executive directors competent for the matter, the approval of the calls for aid and subsidies, and contributions amounting to euros. In any case, it requires the prior authorization of the Executive Council for the approval of the expenditure of calls for aid and subsidies of amounts greater than fifty thousand euros. For all these reasons, I dictate the following: Resolution 1. Approve the 2025 call for subsidies for non-profit entities for the publishing of books, phonograms and audiovisuals. 2. Authorize an advance expenditure of €30,000.00 charged to budget application 20.33450.48902 for the year 2026 to process the aforementioned call for subsidies. Notwithstanding the above, as this is a call for advance expenditure, this is conditional on the existence of adequate and sufficient credit for financing in the budget year to which the expenditure is allocated (2026). 3. Order the publication of this call in the Official Gazette of the Balearic Islands and transfer this information to the National Subsidies Database. Against this resolution, which does not put an end to the administrative procedure, you can file an appeal within a period of one month, counting from the day after its publication. The appeal can be filed formally before the Executive Council or before the Plenary Session, which is the competent body to resolve it. Against the express dismissal of this appeal, a contentious-administrative appeal may be filed before the corresponding Contentious Administrative Court of Palma, within a period of two months, counting from the day following receipt of notification of the dismissal of said appeal. If three months have elapsed since the appeal was filed and you have not received notification of the express resolution, it is deemed to have been rejected due to silence and you may file the contentious-administrative appeal before the corresponding Administrative Litigation Court of Palma, without time limitation. Notwithstanding the foregoing, you may file, if appropriate, any other appeal that
