Official description of the call
First. Regulatory bases and Official Gazette in which they are published The present call will be governed by that provided in the third additional provision of the General Subsidy Ordinance of the Picassent City Council (BOP 04/26/2022), Law 38/2003, of November 17 and its regulations, except in those aspects in which by the same nature it is not applicable. Second. Budgetary credit The purpose of this call is, in a competitive competition regime, to grant the prize called "City of Picassent Children's Narrative Prize." The award approved through the present call for a total amount of €3,000 will be processed under the 2025 municipal budget item called “Preme Narrativa Juvenil y infantil Ciudad de Picassent”, with number 610 33401 4810061. Third. Object, procedure and purpose. The purpose of the present rules is to regulate the procedure under a competitive competition regime, for the granting of subsidies, from the Library and Archive area of the Picassent City Council, to individuals, aimed at promoting the use of Valencian in the promotion of reading. Room. Beneficiaries. 1. Any natural person, of legal age or representing another person, who formalized the corresponding registration on the established date and in the manner established and who meets the following requirements can apply for the first edition of the "City of Picassent Children's Narrative Awards 2025": a) Be up to date with compliance with tax and Social Security obligations and compliance with the obligations to reimburse subsidies in the manner established in Article 6 of the Ordinance. Accreditation of compliance with obligations will be carried out through a responsible declaration. Not be subject to any of the causes of prohibition to receive subsidies established in article 13 of the General Law of Subsidies b) Be up to date with the tax obligations with the Picassent City Council for debts in the executive period, except if they are debts or sanctions that have been deferred, divided in installments or in which the execution was suspended. Not have any pending justification for subsidies granted by the Picassent City Council after concluding the period established for their presentation, regardless of the requirement referred to in article 70.3 of the Regulations of the General Law of Subsidies, whether it has been carried out or not. The assessment of this prohibition will be carried out automatically and will subsist as long as the absence of justification remains. This requirement will be accredited with a responsible declaration. 2. It will be accredited by means of a responsible declaration by the participant: Being up to date with the following tax and Social Security obligations. If you have complied with the obligations to reimburse subsidies in the manner established in article 6 of the Ordinance. Not be subject to any of the causes of prohibition to receive subsidies established in article 13 of the General Subsidies Law. Not have any justification for pending subsidies granted by the Picassent City Council after concluding the period established for its presentation, regardless of the requirement referred to in article 70.3 of the Regulations of the General Subsidies Law. 3. Accreditation of the requirement of being up to date with tax obligations with the City Council will be verified ex officio by the instructing body, without the need for the participant to present any documentation. 4. Each participant may present only one work. Fifth. Valuation commission. 1. The evaluation commission will be appointed by the Local Government Board, at the proposal of the Library Department of the Picassent City Council, and will be made up of a number of non-members, by the following members: -Two people representing Andana Llibres -One person representing the Valencian Academy of Language. -A person who specializes in children's writing. -A municipal public employee, who will act as secretary without vote, with voice. The tasks of secretary of the commission will be carried out by a municipal public employee assigned to the Library Area of the Picassent City Council, and will issue a prior report on compliance with the requirements of the beneficiaries and will draw up minutes of the process.
