FIRST.- PURPOSE OF THE CALL The purpose of this call is to grant financial aid to groups or clubs that are constituted as non-profit ASSOCIATIONS, domiciled in Tordesillas, for the creation of a lantern that will parade during the Festivities in honor of the Virgen de la Peña 2025. SECOND.- LEGAL REGIME This call will be governed by the provided in Law 38/2003, of November 17, General Subsidies (LGS), in Royal Decree 887/2006, of July 21, which approves the General Subsidies Regulation, and by the rest of the applicable legislation. This call is made in accordance with the Ordinance regulating subsidies under competitive competition and direct concession for cultural, sports, teaching, youth, leisure and social services purposes, published in the Official Gazette of the Province No. 158, dated July 6, 2004. THIRD.- APPLICATIONS Applications will be addressed to the Hon. Mr. Mayor of the City Council of Tordesillas, in accordance with the model included as Annex I of this call, and will be presented directly to the General Registry of the City Council or by any of the means established in art. 16.4 of Law 39/2015, of November 26, on Common Administrative Procedure of Public Administrations (LPACAP). The deadline for submitting applications will be between the date of publication of the bases on the Tordesillas city council website and September 11, 2025, both included. FOURTH.- BENEFICIARIES Non-profit Associations domiciled in Tordesillas on the final date of submission of applications, which meet the following conditions, may obtain the aid that is managed through this call. of lantern in the lantern exhibition and parade of the year 2025. FIFTH.- EVALUATION CRITERIA Based on the principles of transparency and objectivity for the granting of aid, the following criteria will be taken into account for the purposes of evaluating the lanterns presented: - The transmission of the message and values related to the theme of the call. - The artistic and/or technical quality of the works. SIXTH.- EVALUATION COMMITTEE The City Council will appoint an evaluation Commission, different from the Jury of the 2025 Lantern Contest, which will determine which lanterns are selected, from among those that conform to the technique and format established in the Rules of the Lantern Contest and Parade, and the Commission must adhere, when carrying out the evaluation, to the criteria established in the fifth clause. SEVEN.- AMOUNT AND PAYMENT OF THE SUBSIDY 7.1.- The maximum amount of the subsidy will be five hundred euros (€500.00) to each association whose lantern is selected by the Commission. With the limitation of the maximum amount of item 338/48901 of //7,500.00// euros, for carrying out and presenting a bluff. In the event that the requests for both concepts exceed this global amount, the individual amount will be prorated proportionally based on the requests. 7.2.- Payment of the subsidy. The payment of the subsidies will be carried out once the justification has been studied and approved by the Local Government Board. Those gangs or clubs that do not complete the complete itinerary of the lantern parade, established by the City Council in the official festival program, will not receive the subsidy. The payment will be made to the account number of the association or to the legal representative. EIGHTH.- PRINCIPLES OF THE PROCEDURE AND COMPETENT BODIES The procedure for granting subsidies that is managed through this call will comply with the principles of publicity, transparency, competition, objectivity, equality and non-discrimination. The approval of the call will be made by Mayor's Resolution. Given the characteristics of this call, and taking into account that in this procedure no other facts, nor other allegations and evidence other than those adduced by the interested parties appear or are taken into account, the proposal formulated will be definitive, dispensing with the hearing process.
