Official description of the call
BDNS (identification code): In accordance with the provisions of articles 17.3.b) and 20.8.a) of Law 38/2003, of November 17, General Subsidies, the extract of the call is published, the full text of which can be consulted in the National Subsidies Database (https://www.pap.hacienda.gob.es/bdnstrans/GE/es/convocatorias). First Beneficiaries The farmers and/or ranchers or groups of farmers and/or ranchers who own agricultural holdings and other beneficiaries who commit for a period of five years to comply with the required requirements and commitments. Second Objective To encourage the presence of bees (Apis mellifera) and hives in areas of forest vegetation, pastures and grasslands, during the different flowering periods, which are usually not used by beekeepers due to their lower yield and higher production costs. Third Regulatory bases This call is regulated by Order 1124/2024, of the Ministry of Environment, Agriculture and Interior, which establishes the regulatory bases for aid to beekeeping for biodiversity in the Community of Madrid, co-financed by the European Agricultural Fund for Rural Development (EAFRD) and the General Administration of the State within the framework of the Strategic Plan of the Common Agricultural Policy for the period 2023-2027 and the call for the year 2024 is approved (BOCM no. 90, of April 16, 2024). Fourth Amount and financing of the aid The aid to the beneficiaries will consist of the payment of an annual premium per committed hive that is admissible, whose conversion to surface area is established at 2 hectares per hive. The amount of said premium is set at 26 euros per hive that has been admitted to the multi-annual aid program, up to a maximum of 500 hives. To carry out the actions referred to in this call, budgetary credits will be allocated from the General Budgets of the Community of Madrid, charged to item 77303 of Expenditure Program 411 A, with the following annual breakdown: - First (2025): €80,000 - Second (2026): €80,000 - Third (2027): €80,000 - Fourth (2028): €80,000 - Fifth (2029): €80,000 In the event that the amount of applications entitled to payment is greater than the initially approved credit, the maximum total amount initially set in this call may be increased by up to 20% within the available credits, without the need for a new call, in accordance with the provisions of article 62.3 of the Royal Decree-Law. 36/2020, of December 30, which approves urgent measures for the modernization of the Public Administration and for the execution of the Recovery, Transformation and Resilience Plan. If this extension of the maximum total amount initially set is not sufficient, a coefficient of up to 0.80 may be applied as stated in article 7 of the regulatory bases. These aid will be financed by the EAFRD, by the Ministry of Agriculture, Fisheries and Food and by the Community of Madrid, according to the provisions of the CAP Strategic Plan for the period 2023-2027, with the participation in public spending of the different co-financing funds corresponding to the following percentages: 35% EAFRD, 20% General State Administration (AGE) and 45% Community of Madrid. In case of modification of the PEPAC, the percentages published in the last approved version will be. Fifth Deadline for submitting applications One month from the publication of this call in the form of an extract in the Official Gazette of the Community of Madrid.
