SUBSIDIES TO BUSINESSES AFFECTED BY WORKS IN THE MUNICIPAL TERMS OF ZARAGOZA

Official description of the call

FIRST. PURPOSE OF THE CALL The purpose of this call is to regulate the granting of subsidies through a simplified procedure of competitive competition in an open call, in accordance with article 28 of the Consolidated Text of the Aragon Subsidies Law, intended to compensate for the decrease in the level of income suffered by retail commercial establishments and the provision of personal services located in the municipality of Zaragoza, which are affected by works that cause problems on public roads, which have been started. in the year 2025 and whose expected duration is equal to or greater than six months or which, having begun in the last quarter of 2024, prolong its limiting effects for at least five months of 2025. The purpose of this aid is to contribute to the maintenance of the local commercial fabric in the areas directly affected by said works, alleviating the negative impact that their execution may generate on the economic activity of businesses located in their immediate surroundings. For the purposes of this call, it will be understood that an establishment is directly affected by a work when the following conditions occur simultaneously: a) That the premises are physically located on the ground floor with direct access and "at street level" in any of the sections defined in Annex I. b) That the work causes a substantial and continuous alteration in the accessibility or visibility of the establishment, whether due to cuts, fences, noise, machinery, or the suppression of transport stops or detours. public. c) That the establishment is in operation prior to the effective start of the work and remains active during the affected period. The effects that may be caused by this type of works in the fourth quarter of 2025 will be included in the call for 2026. SECOND.- BUDGET CREDITS AND AMOUNT The subsidies regulated in this call will be financed from the budget application 2025 ECO 4391 47901 "Aid plan for commerce affected by works" of the General Budget of the City Council of Zaragoza for the year 2025, initially endowed with an amount of 150,000 euros. The amount of aid to be granted to each beneficiary will be 400 euros per month affected by the indicated works, and may not exceed December 2025. THIRD.- TEMPORAL AND TERRITORIAL SCOPE OF APPLICATION The aid regulated in this call will be applied to establishments located on sections of public roads in the municipality of Zaragoza that are affected by works whose expected duration is equal to or greater than six months and that generate direct impact on public roads that may cause a reduction in commercial activity. Eligible will be those damages caused by: - ​​Works started in 2025. - Works that, having started in the last quarter of 2024, have prolonged their effects for at least five months of 2025. The precise delimitation of the affected street sections, as well as the start date and estimated duration of each work, are included in Annex I of the call, prepared from the work schedule planned by the competent municipal technical services. FOURTH.- BENEFICIARIES. 1. Individuals and micro businesses that simultaneously meet the following requirements may be beneficiaries of the aid regulated in this call: a) Own an establishment open to the public, of a retail commercial nature or for the provision of personal services, on the ground floor and with direct access "at street level" in any of the sections affected by the public works listed in Annex I. b) Effectively develop an economic activity in said premises during the period of direct impact planned for the corresponding work. c) Be registered in one of the corresponding regimes of the Tax on Economic Activities (IAE) that are listed in the following paragraph, on a date prior to the onset of the condition. d) Have the corresponding municipal opening or operating license, or, where applicable, a responsible declaration submitted to the City Council prior to the onset of the condition. e) Be up to date with compliance with your tax and Social Security obligations, as well as not have debts c
