Official description of the call
EXTRACT from Decree no. 2025-2831, dated June 30, 2025, of the Presidency, which approves the "Call for subsidies for the edition of periodical publications of a cultural nature in the province of Teruel 2025". First.- Purpose.- The object of this call is the granting of subsidies for the edition of periodical publications of a cultural nature, during the period between September 1, 2024 and August 31, 2025. Second.- Requirements of the beneficiaries.- All City Councils in the province of Teruel that publish cultural dissemination publications, with a minimum quarterly frequency, with a minimum number of pages of 21, a minimum circulation of more than 500 copies per issue published and an age of more than 2 years from the end date of the application submission period. Third.- Submission of applications, documentation and deadline.- Applications will be submitted exclusively through the Electronic Headquarters of the Provincial Council of Teruel. Applications must be signed electronically, in accordance with the provisions of articles 10 and 11 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, by whoever represents the entity, thus expressing their agreement with the conditions of this Call. The application will contain the following documentation: A) Request from the Mayor, addressed to the Hon. Mr. President of the Provincial Council of Teruel, adjusted to the model published in this call. The request must specify the amount requested and the total budget for each of the activities. B) Detailed report, signed by the person holding the legal representation, indicating the activities to be carried out, describing the objectives and fulfillment of the purpose intended with the subsidy, in accordance with the planned budget. C) Total budget of the project, differentiating the amount of the subsidy requested from the Provincial Council of Teruel, the amount obtained through other subsidies and the financing of the requesting entity itself, if applicable. D) Proof of being up to date with tax obligations, Social Security and obligations with the Provincial Treasury derived from any public law income. The submission of the subsidy application will entail the authorization of the applicant so that the granting body can directly obtain accreditation of compliance with tax and social security obligations. E) Responsible declaration that the entity and its legal representation are not subject to incapacity to be beneficiaries of subsidies, in accordance with the provisions of art. 13 of Law 38/2003, General Subsidies. F) Accreditation of the extremes subject to scoring in the call. G) Declaration of the subsidies obtained for the same purpose and commitment to communicate to the Provincial Council of Teruel those obtained in the future. H) By virtue of the provisions of Art. 9 of Legislative Decree 2/2023 of May 3 of the Government of Aragon, which approves the consolidated text of the Aragon Subsidies Law, all beneficiaries will be obliged to: Communicate to the granting body any circumstance that causes a modification in the terms of the subsidized action, within a period of one month from when the modification occurred. Prove effective compliance with the requirements and the completion of the activity in all the subsidies that have been previously granted to the beneficiary for the same destination and purpose in previous years by any of the subjects included in sections 1 and 2 of article 2 of said law, even if they are different phases or aspects of the same project. When the beneficiary of a subsidy is a local entity, it must prove that it is up to date with the obligation to render its accounts to the Chamber of Accounts of Aragon in accordance with the applicable regulations, it must have adopted spending rationalization measures and it must have presented economic-financial plans, in the event that its accounts present imbalances or accumulate debts with suppliers. The deadline for submitting applications will be 20 business days.
