Official description of the call
Article 1.- Purpose The purpose of this call is to regulate the application and granting of subsidies for Portuguese and Portuguese people aged 16 and over who carry out Basque language studies during the 2024-2025 academic year (from October 1, 2024 to September 30, 2025), in compliance with the Action Plan for the Promotion of Basque 2024-2027, of the City Council of Portugalete, approved by the Plenary Session in an ordinary session held on July 24, 2024; all of this in accordance with the provisions of Law 38/2003, of November 17, General Subsidies, and in the development legislation. Specifically, the tuition fee in centers approved by HABE for two types of courses is subsidized: on the one hand, those carried out during the academic year, from October 2024 to June 2025, and on the other, the summer courses carried out in July, August and September 2025. Article 2.- Regulatory bases The regulatory bases for the granting of these subsidies were approved by the Plenary Session of the Portugalete City Council in an ordinary session held on 30 April 2025 and published in the Official Gazette of Bizkaia number 87 on May 9, 2025. Article 3.- Beneficiaries and requirements 2.1.- Students who have taken a Basque course regulated by HABE during the school year (October to June) or in summer courses (July, August and September) may benefit from the aid contemplated in this call. 2.2.- To be beneficiaries, students must meet the following requirements: Be 16 years old or older. Be registered in Portugalete at the time of applying for aid. In the case of students of the Euskaltegi Municipal de Portugalete, having taken a Basque course regulated by HABE during the school year or in the summer months. In the case of students from any other center approved by HABE, including the Official Language Schools, having taken a Basque course during the school year or in the summer months, as long as one of the following assumptions is met: the centers have an academic offer different from those of the Euskaltegi Municipal de Portugalete the student has not been admitted to the Euskaltegi Municipal de Portugalete the student demonstrates the impossibility, due to study schedule problems or work, to access the academic offer of the Euskaltegi Municipal de Portugalete Prove attendance of at least 80% of the teaching hours of the course taken. Demonstrate, through the income tax return or equivalent for the year prior to the call, that the net economic income of the cohabitation unit does not exceed: Cohabitation unit with 1 member: €16,576 Cohabitation unit with 2 countable members: €26,573 Cohabitation unit with 3 countable members: €36,070 Cohabitation unit with 4 countable members: €42,836 Cohabitation unit with 5 computable members: €47,878 Cohabitation unit with 6 computable members: €51,685 Cohabitation unit with 7 computable members: €55,451 Cohabitation unit with 8 computable members: €59,199 Cohabitation unit with 9 or more computable members: the above amount will be increased by €3,740 for each extra member. For these purposes, net income will be considered the amount resulting from subtracting personal work expenses and withholdings from gross personal work income. Likewise, for the purposes of this call, the group of people registered at the same address as the aid applicant will be considered a cohabitation unit. When there are independent cohabitation units at the address where the applicant is registered, those who constitute the cohabitation unit of the applicant will be considered countable members: spouse or person to whom he or she is linked by a similar relationship, ascendants, descendants, brothers and sisters. In the event that any member of the cohabitation unit is not required to file an income tax return, they must present the income certificate from the Provincial Council of Bizkaia, in order to compute the total net income of the members of the family unit.
