Official description of the call
First: Regulatory Bases. The regulatory bases for the granting of these subsidies, under a non-competitive competition regime, are published in BOP No. 143 of July 28, 2025, and in the Electronic Headquarters of the Provincial Council of Seville. Second: Object and purpose. The responsibility for the management, care and safeguarding of feral cat populations, known as feline colonies in the municipal areas where they reside, is the responsibility of the Public Administrations, and in particular, the Local Administrations, based on article 25.2.b) and j) of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, in matters of the environment and public health respectively, and Title IV of Law 11/2003 on the Protection of Animals of the Junta de Andalucía, which regulates companion and/or domestic animals, attributing to the City Councils the competence for the protection of animals found in their respective municipal areas. Law 7/2023, of March 28, on the Protection of the Rights and Welfare of Animals, in Chapter VI, establishes the legal framework for the management of free feline populations, colonies originating from abandoned, stray or unsterilized marauding cats and litters from these, which are the product of irresponsible ownership. The concept of community cat is introduced, the free cat that lives in human environments and is not adoptable due to its lack of socialization, and comprehensive management of them is established with non-lethal methods, based on the CER method (capture/sterilization/return), with the aim of progressively reducing its population while controlling the contribution of new individuals with the mandatory sterilization of cats with homes. For many City Councils in the province, this means beginning to manage the feline colonies in their territory and for others it means having to adapt their actions to the norm, with the consequent expense that this entails for said City Councils. This Subsidy Line aims to provide financial coverage to local entities with reduced financing capacity, so that they can implement the measures that the new legal framework imposes on public administrations in relation to animal welfare. Third: Beneficiaries. The municipalities of the Province of Seville with a population of up to 20,000 inhabitants will have the status of beneficiary entity. Fourth: Financing. The call will have a total expected cost of €869,000.00, contributed entirely by the Provincial Council, and contemplated in the following application for the year 2025: 3201.31103/46200 €869,000.00 Fifth: Deadline for submitting applications. The deadline for submitting applications will be 10 business days from the day following the publication of the extract of the call, through the BDNS, in the BOP. from Seville. Sixth: Assessment criteria. The establishment of evaluation criteria is not appropriate as it is a subsidy under a non-competitive competition regime. Seventh: Amount of subsidies and payment. Once the application submission period has ended, all applications that meet the established requirements will be attended to on an individual basis, with a maximum amount per beneficiary according to the following breakdown based on population: • Municipalities with up to 5,000 inhabitants: €9,000.00 • Municipalities between 5,001 and up to 10,000 inhabitants: €10,000.00 • Municipalities between 10,001 and up to 20,000 inhabitants: 11,000.00 If the cost of the activity is higher than that approved, the additional financing will be borne by the beneficiary entity (the co-financing commitment will be submitted together with the application, Annex I). In the event that there is excess funding due to exclusions of applications during their processing, or due to subsidy amounts requested below the maximum amount established for each municipality, or withdrawal during their instruction, said excess funding will be prorated equally among the admitted applications, provided that they do not exceed the amount of the subsidy requested. Said prorated excess financing may determine an amount higher than the maximum limit per beneficiary indicated above.
